we have the first confirmed case in pinelou t's no time to panic but to be prepared, stay educated and take the warnings seriously. governor rick scott will tour the state to talk about zika. aaron mesmer is live in pasco, where the governor's second stop was today. what did he say? how concerned did he appear to be? >> reporter: he's very concerned, and he said people in florida should be concerned and should take this seriously. unfortunately, this is what folks experts for months. that by the end of the summer it could very well be spread throughout florida. that all of florida could be fighting the zika virus. now it's right here in our doorstep in tampa bay. as alarming as the news is, it came with good news. the prevention efforts have been effective. governor rick scott sat down with pinellas county leaders and delivered some startling news. the first non-travel related case outside of south florida is somewhe in their county.

opmistic. e >> wcan beat ts just like we have beaten the others. >> reporter: florida's surgeon general said the state is making headway as it fights the virus in the wynwood area near miami, where t vast majority of 42 locally transmitted cases have been. officials believe they have reduced the spread of zika from about half that size. >> so we've now had over two weeks where we've not had any additional infections in wynwood. >> reporter: we're told mosquito-control efforts fro spraying to empties standing water to use mosquito repellent has been effective. the governor hopes everyone in tampa bay takes note. >> it you do this, we can control this likes we controlled chikungunya and dengue fever. >> they're not identifying the patient or say where the person lives. they don't believe moss key the are carrying the virus. florida's surgeon general explained what's next. >> the new case that we are

our epidemiologist some time to get a good history and to understand potential exposures at home, at the workplace, at other recreational events that may have been outdoors. >> reporter: and the governor mentioned chikungunya and dengue fever there in the story. the reason he mentioned those is because the state was successful in fighting those viruses when they cropped up in the last several years. governor scott has allocated $26.2 million to fight the virus. the real concern is there's no federal funding at this point. congress recessed without passing a bill, and they're not due back until after labor day. after that happens, mark, who knows how long it will take before they pass any kind of bill. >> mark: sure in south florida with miami was one thing. we he second mro area. we nee more help for sure. aaron, thanks very much. >> kelly: the confirmed case in pinellas brings the total number of locally transmitted cases in

our dr. jo has fol zloweika closely for months now and joins us. i know health officials are investigating to find out how this person contracted zika. how does this process go on, and how long does it take? >> kelly, it seems like it can take up to a month to get all the results then disseminated to us. it's a lengthy process because they have to identify the person and confirm the person has zika. there's a test to be done by the cdc. once that is done and they know for sure that zika problem, then they test the individuals around that person. it can be contacts in their household and family members. did this person go to an outdoor event, and do we need to test those individuals? there could be co-workers as well. as soon as they think, though, that there is zika involved, they dispatch the mosquito control individuals. they go to their home and look around for standing water and try to eliminate any kind of risk there would be mosquito di. certainly i think they would

process. so a lot of it begins even prior to that ultimate confirmation. that lapse time, i think, is just a little bit difficult for us in the media, because we can't really get that information out to individuals. i really think, kelly, it makes a big difference when people know it's in their immediate community. >> absolutely. we don't know the name of the person or the neighborhood that you found out they are treating that neighborhood. they know, but they aren't tells us? >> yes, they are. they said that begins the presumptive test back or that person has zika, they start that process again. the whole goal is to hit this in different directions. you want to decrease the mosquito population able to then pass it on to someone else. you want to make sure that the people around them are not infected, because four out of five people don't have symptoms atsoever. the only way to figure out if they have it is to test them. then you have to figure out if they're positive, you have to do the same exact thing with their

and it costs a lot of money and entails a lot of really highly trained personnel to carry it out. >> kelly: a lot of concerned pregnant women watches right now. what is your advice to them? >> i say just becareful. an ounce of prevention is worth multiple pounds of cure. you have to remember there's nothing that can be done for zika. there's no pill or antiviral or nothing. if a pregnant woman contracts it, it's a wait and see. sometimes if the baby does develop severe birth defects, they're not apparent until very late in the pregnancy. if you are pregnant, you know, just take precautions. wear deet, long sleeves, long pants, try to avoid areas where mosquitos are. i have even heard some obstetricians talking about getting a mosquito net and sleeping in one. you can treat your clothing. that's very, very simple. have someone else in the household do that. so lots of ways to protect yourself, and certainly i think at this point inim we can't

we definitely hav to do the best. >> kelly: do their best and talk to their doctors. hank you so much. we're tracking the tropics right now. i'm sure you heard about this. the is system everyone needs to watch. let's go to paul to find out what's going on. hey there. >> paul: it doesn have a name yet, and theoretically the first hurricane to hit florida since 2005 is still a storm with no name. it is invest 99l, invest short for inst development. i mean, it's fighting a lot of dry air. it's moving to the west-northwest. hurricane hunter plane today took off from st. croix, took a look inside the system. did some investigation. in the invest did not find a closed circulation. for now we're not talking about it being a depression or storm, but it is predicted to move to the west-northwest, probably skirting north of puerto rico and getting out by the turks and caicos in the bahamas where the water is certainly warm enough

then after that, i mean, there's all kinds of potential solutions on what the storm could do. i have to stress that the european model, which, you know, over the past five years or so has done a great job in forecasting tropical development. you think back on joaquin and superstorm sandy, the european model did great. it shows the hurricane approaches south florida and moving across the peninsula and get kind of blocked by this high. that's the key, what's happened in north carolina. strong high here prevents the storm from curving out to sea or heads up to the carolinas. the storm is likely forced back to the west. when does that turn happen? it gets into the gulf where the waters are ridiculously warm in the gulf. head up to louisiana, mississippi, alabama, a lot of potential solutions here, and we talk more about that, plus big storm it is outside right now. your complete sky tower forecast

from polk county kind of curves over the green swamp and close to zephyrhills. that's also diving to the southwest, and then from ruskin down 75 to almost ellenton, there's heavy rain just to the southwest of sun city center. if you watch us in sarasota, pretty good thunderstorm is kind of flirting with you right now jumping over towards leto. severe thunderstorm warning for pinellas couy the main threat will be strong winds, and temrares have cooled dramatically because of clouds and rain from 95 in tampa down to 82. 81 in st. pete. away from the rain, it's 95 in punta gorda and 93 in sarasota. we fly to the southeast, and this will be, obviously, we talk a lot about this in the next four to five days and maybe beyond that. this is a pretty strong tropical wave. it is not a depression yet. hurricane hunter plane was in

did not find a closed circulation. this is a spot where usually you don't get a lot of intensification. it's going to move out of this zone, probably kind of skirt north of puerto rico and then get up towards the bahamas where the water temperatures here are running 85 to 90. just a lot of potential energy, and certainly the water temps can support a rapidly developing major hurricane either east of florida or west of florida. water temperatures are warm, and also the depth of that warm the surface, and that's what yo. invest in short for investigation. computer models have a track to the west-northwest. there's many solutions here, and even there was a hint earlier today the storm could head up to the carolinas, but it's all about the turn in how it really develops as it approaches the bahamas and or state. the european model -- here's how it plays out. we'll let it go.

stricts to be more patriotic to believe in what's going on with the government and with the national anthem and flag. it said they can opt if the children don't want to say the pledge. the parents can opt out. all the district school board is saying is they're letting parents be recognized that this is the status of the law. >> can though, if they enforce this pledge and make the kids say it? > >>le well, i don't think they can be penalized. a law says the child can opt from saying the pledge of allegiance if the child so preeses and that's with the consent of the parents. the law doesn't say they have to send this notice out but they have to publish in notice. they choose to send it out. it's misleading because it sounds as if they're encouraging children to opt out. they're not.
