road closings are lifted at wusa9.com. move to 95 northbound. things are filling out between the prince william parkway to 183. we are thinking plus four minutes for that commute and growing. 66 eastbound, it's a slow ride from 834 to route 28. nothing along the way. no incidents or accidents. and then we are using brakes again between route 50 and 123. wrapping up -- let's take it to the outer loop. why not. volume between new hampshire and georgia avenue plus five minutes for that thanks to an earlier accident. and end with route 4, route 5 and branch avenue and 801 crane highway. usual volume. no incidents to report. that's a quick look at traffic. back to you. at the time of the hour we begin with breaking news and it's a story everyone is talking about today. the rescue of the trapped miners in chile. the operations began seven hours ago. this is a live look at the rescue mission. so far seven of the 33 miners

have been pulled to safety. and if chile's president said the mission will go on until all 83 miners are out. we have been watching the scene all morning long. it's been taking about an hour for each miner to be pulled to the surface. most of them are in good health and in good spirits. they have spent 69 days a half mile under the surface. the rescue will go on all day again until all 33 men are out and safe. as i said the whole world is watching this rescue mission. the chilean embassy here if washington threw a watch party along massachusetts avenue in northwest last night ♪ [ music ] ♪ there was singing and dancing outside of the embassy on tuesday night. people were in a great mood, especially after that first miner was pulled to safety. the chilean ambassador to the u.s. thanked everyone for their well wishes. >> we are extremely thankful

for the nations, all the spirit we received during the weeks from the people over the country here in the u.s. >> reporter: the public is invited to watch the rescue mission outside of the embassy. there's also a book of well wishes. people are welcome to sign. it will be sent to the miners and if you are there outside of the embassy here in washington and looking at the big screens you will probably see what we are looking at on our screens right now. this is a live picture. the eighth miner is now being pulled from underground after 69 days trapped there. again, the 8th miner, meaning 25 are left underground is being pulled out right now. all of the miners were checked out bay doctor who was sent below but they will all be taken to a hospital for observation, both physical and mental evaluations of that long, incredible ordeal. there he is.

democratic primary to vincent gray. one day after the loss she called the defeat devastating for dc's school children. rhee did meet with gray after the comments were made. clearly they were not able to work through their differences. during her tenure she closed dozens of schools, fired principals and teachers and took on teachers union and created a system of merit-based pay, a controversial system in which compensation was determined by improvement in test scores. he was aggressive, unapologetic. supporters credit her with turning around the troubled school system but opponents say her aggressive reforms were divisive and cost her and fenty their jobs. >> i think what she attempted to do was a little drastic to those who were content with nothing being done. but with those who wanted something done, we knew that is what you had to do to make

change. >> reporter: now when this is said and done, michelle rhee would have been the school's chancellor more than three years and that may not seem like too long of a time but it is actually the longest of any dc school chancellor in the past 20 years. >> thank you. police in prince georges county want to find the man who stabbed four people outside of a bar on tuesday morning. while the university of maryland's police chief wants that bar, the thirsty turtle, shut down. >> this is not acceptable this will stop. i'm ready to padlock it tonight. but it's not my call. i want the thirsty turtle to comply with local and state law, like when i met with the proprietor i asked him to. >> reporter: the chief says he bar is known for serving under- aged customers them three students stabbed are all under 21. a 23-year-old man who tried to stop the fight was hurt. all four will recover from

election, whoever wins will head to washington, not in january, but right away. cbs news, west virginia. it is coming up on 6:18. here's what is in the news now. this is reality tv at its best. a live look at the ongoing rescue of those miners in chile. so far eight of the 33 miners have been pulled to safety. they are bringing about one miner up per hour in a small rescue capsule dubbed the phoenix. once they get back to the surface, the miners are receiving medical attention and some have already been transported to the hospital. this rescue operation is nearly eight hours in to its ongoing mission of getting all 33 miners, who have been trapped a half mile underground for 69 days. as we said before, no miner, especially a group this large,

has survived that long underground and lived to tell about it. and all 33 men are being pulled to safety. they say the only problem with the rescue operation, could be some sort of rock dislodging and trapping the phoenix but they have a rescue plan for that, as well. so they are concerned, as always, and making sure that all emergency operations are up to standards, but they have a plan to get all 33 of these guys out no matter what. >> amazing engineering, uplifting story and eight out and got to get the other 25. >> i love a quote from a miner who said while underground i saw god, i saw the devil and they fought each other and god won and he came to the surface thanking god and his rescuers. another came to the surface and said, this kind of operation, this kind of labor operation must be changed and you have to

independence. and pennsylvania between third and constitution. and also maryland between third and 6th street. all of that is posted on-line. we are hearing it should be opening up the roadways in the next 15 minutes or so. 270 southbound a slow ride from germantown road to montross. total is probably taking 10 minutes. over to you. >> our time is 6:19. more than three years after a devastating fire the georgetown public library is ready to reopen. flames destroyed the historic library on the same day as the eastern mark fire. firefighters had trouble putting out the massive blaze because hydrants had limited water pressure or no water at all. the building reopens on monday but we got a sneak peek on tuesday. >> the tables and many chairs are restored. some of the wainscotting are restored, too. and we built the space in order to house the rare and important materials so they are climate

you on the breaking news story. this is now a live look at the ongoing rescue mission in chile. eight of the 33 trapped miners are back on the surface this morning. the rescue mission began just before 11:00 last night. its eight hours in to operation and you saw live on 9 news now at 11:00, the first of the trapped miners returning to safety. about one miner an hour is being brought up. it's been ten weeks since they last dawe daylight. as each man comes to the surface, he is met by loved ones. this is miner number eight. we're told his name is claudia nonez. they are excited to see their family and are in good spirits the rescue will take place until all 33 men are pulled out. again, the rescue capsule phoenix is going back down for number nine. the chilean embassy is celebrating the rescue of the miners.

>> reporter: good morning, andrea. the fact that michelle rhee is resigning isn't surprising at all. but what is surprising is the timing of all of this. many people thought that michelle rhee would at least wait until the general election was over before she announced her resignation or at least would wait until perhaps even the christmas holidays. we now know she will indeed be out by the end of the month. michelle rhee is expected to make this announcement at 10:30 this morning. a press conference here at the mayflower hotel and she will be standing alongside her boss and current supporter mayor fenty and vincent gray. we have become a central -- rhee has become a central primary figure in the bat between fenty and gray. the race had become a referendum on her job in overhauling the district's troubled school system but it is a race rhee and fenty lost. we found many residents who

nonunion workers in prince georges county. last night, the county council delayed a planned 2% pay raise. council members say county executive jack johnson is hiding the county's dire financial picture and say without the best information, they couldn't vote on the pay increase. this move affects 1600 county workers. a popular, but smoky dupont circle burger joint is temporarily shut down after a court order. the owner of the restaurant is meeting with his architect and landlord today. he wants to install a vent through the roof of the building. folks at a nearby law firm complained that it sent smoke and fumes straight to their offices, making many employees sick. we want to go to the information center where jessica doyle is working on her next "living $mart" report. what's up, jess? >> well, an important deadline is coming up on friday. one that may mean you need to write a big check or are due
