[cheers and applause] >> reporter: mr. perry's already going after his critics in advance of their expected criticism saying that those who would oppose his plan are against real, bold change and, essentially, standing up for the status quo. the texas governor says he can balance the budget by 2020, a ten of year budget cycle, that he can hold the government spending to 18% of gross domestic product which means he's going to have to find another trillion dollars in spending cuts. mr. perry also is going to go after entitlement reform boldly and has made it clear he suspect going to take any -- he isn't going to take any criticism from anybody. the problems, he says, are far too serious to, quote, nibble around the edges. jon: it would be

important to watch, romney has had to start up his campaign in this quarter so he -- excuse me perry has, mrmarshaling his resources until perry got into the race so he might have more cash on hand. today rick perry is giving his first policy speech in georgia. i think we have a live shot t. will be starting in seconds if it hadn't already and mr. perry is essentially giving a speech to talk about his record in texas, his accomplishments with jobs and the economy, energy policy, et cetera and make the argument he would bring that type of experience and success to the national stage as president, but much of his speech is also going to be dedicated to beating up on mitt romney. today pic perry -- rick perry will say he was prepared to talk about his fight against big government in running against president obama but he didn't expect it to happen in the republican primary, a direct reference to mitt romney. he'll go after romney on health care and energy policy, cap and trade, climate change, the energy consumption program. all those will be a big focus of perny -- perry's address in georgia,
