it is located north of the caldecott tunnel stopping the train between orinda and rockridge bart stations. the cripple train finally unloaded the passengers and is still there. we have coverage on the story, first, with amy hollyfield in oakland. amy? >> kristen, we met with passengers as they evacuated from the train. they say it was tough to breathe while they were stuck. they say it was a scary situation. some saw people carried out on stretchers some with oxygen masks. firefighters say nine people were taken to the hospital. two people said they didn't want to go although firefighters were trying to get them to go. 700 people remain on the train that was stuck in the berkeley hills tunnel between rockridge and orinda. they were stuck on there for an hour. many say their cars were filling up with smoke and some passengers were having trouble breathing. they say it was scary. >> we were under the caldecott tunnel for hours. the lady passed out. i was crazy. i helped her out. >> everyone was freaked out and the many issue is we were not communicated with. >> bart officials say this is al

abc seven news reporter lena howland in orinda with the latest. and are you seeing the trains moving again? lena >> a little too early for us to hear those trains running just yet at the orinda station. but just 30 minutes ago, bart confirmed with us that they will be running normal service through this station. and that's between rock ridge and the walnut creek stations. now, this , of course, comes after crews worked well into the night to make repairs and also do some inspections. a giant crane was even brought in last night to lift the derailed bart car back up onto the tracks, which took hours to pull off. bart says damage to the track is not extensive, but this is something that cut off all train service between rock ridge and walnut creek, forcing passengers to use a bus bridge, passenger cars say the train stopped twice and then moved backwards as it derailed. then a mad dash to evacuate as the car filled with smoke. somebody behind us was like, just jump, just jump. >> so we just jumped in the outside like like mission impossible almost.

we're right by downtown orinda. and this is a storm runoff channel. the water is pouring off these steep hillsides and into this channel. local residents here have told us as they've come by, they've never seen it like this. so it's been a rough afternoon out here in the east bay. the rain made driving treacherous on highway 24 for the afternoon commute. many drivers pulled off the road to brave the torrential bands of rain. a spinout on interstate 680 northbound sent one person to the hospital as a driver lost control on the wet pavement, smashing into a minivan. public works crews fanned out across the east bay, clearing debris and storm drains. sheets of rain and runoff caused minor street flooding up on grizzly peak in the oakland hills by mid-afternoon, high winds took down power lines in orinda as p-g-and-e's crews secured the roads in the orinda country club area. >> it's absolutely all hands on deck. everybody's prepared and we've got, like i said, our crews are out there ready to go. >> what can people do at home to help. >> if it's windy? es

. >> and fire officials in the east bay cities of orinda and moraga are considering new defensible spacees. that would be some of the strictest in the nation. they say it's part of an effort to convince insurance providers to come back into communities amid this ongoing crisis, with homeowners who can't get insurance. but as abc seven news reporter tim johns tells us, and as you can imagine, the proposal is already getting pushback. >> reporter homeowners in moraga and orinda could soon be subject to some of the most stringent, defensible space rules in the country. the rules are being proposed by the moraga, orinda fire protection district, and would require homeowners to uproot plants, take down wood fencing and remove all other combustible materials within five feet of structures. >> there are many ways to prevent fire hazard. i don't know why they're wasting time to pass this kind of policy. it's ridiculous. >> outside her home in moraga, karen cheng told us she strongly opposes the new proposals. cheng says if they're enacted, she worries about how much money it might cost her famil
