it could affect people who commute out of orinda. orinda, quiet neighborhood.crime is down. but still some people approach the chief about installing these cameras because of a recent uptick in burglaries. tonight the chief will take the presentation to the city council meeting tonight. the proposal still in its early phases, a lot of discussion about this months ahead before any action is taken. but the idea is to possibly put these license plate reader cameras near the entrances and exits near the city essentially off highway 24. these cameras would take a picture of your license plate and put in a searchable database. they are time stamped and tagged with a gps location. if the license plate comes up stolen or if there's another crime involveled and the police are alerted, they have to respond. this is another tool used to help solve crime. it will be used in orinda but some people are skeptical. >> i think it would be valuable for the police to have this information. basically, i think they could use the information for finding people that they need to find

right in the entrance there in orinda on its way to oakland. so if you are a commuter coming out highway 24, highly recommend jumping on bart. that will take some time to clear. we'll have more on that. and then earlier this morning around 230, we had a big rig go down highway 238 northbound to southbound 880. you can see the map there. number one lane blocked due to that collision. a few lanes were blocked earlier. they're now detouring off 238 onto 880. tow trucks on the scene along with chp local fire department is there as well. that was a tractor trailer on its side. there you can see it and it completely burned out. and that blocked all lanes there on 238. one lane is open right now and our allie rasmus just arriving on the scene with her photographer, chip. allie, what can you tell us? >> frank, we are on 580 overlooking the backup on northbound 238, and you can see it here behind us. we can't get close to that crash because the backup is so bad. it extends at least a mile from 238 and 880 connector. let's show you the video right away.
