it could affect people who commute out of orinda. orinda, quiet neighborhood.crime is down. but still some people approach the chief about installing these cameras because of a recent uptick in burglaries. tonight the chief will take the presentation to the city council meeting tonight. the proposal still in its early phases, a lot of discussion about this months ahead before any action is taken. but the idea is to possibly put these license plate reader cameras near the entrances and exits near the city essentially off highway 24. these cameras would take a picture of your license plate and put in a searchable database. they are time stamped and tagged with a gps location. if the license plate comes up stolen or if there's another crime involveled and the police are alerted, they have to respond. this is another tool used to help solve crime. it will be used in orinda but some people are skeptical. >> i think it would be valuable for the police to have this information. basically, i think they could use the information for finding people that they need to find

heather holmes is at the orinda station now where she spoke with bart and passengers about tonight'smergency. heather. >> reporter: julie, we are here as our firefighters, i'm told the fire is out. crews remain here on the scene, as does the train itself. there it is on the elevated tracks. i've learned that this fire started right smack-dab in the middle of the train in the fifth car of the ten-car train. i want to show you what it looked like by those passing by. take a look at this video. you can see all of that smoke billowing from underneath this train. it has not been a good couple of days for bart riders. they were just heading home when suddenly they were told they needed to evacuate. listen to what one passenger told us. >> they told us to get out. and yeah, we smelt the smoke, but seemed to get progressively worse. >> reporter: now, a few minutes ago i spoke with a bart spokeswoman. she tells me that at this time, they have determined that this was some sort of equipment malfunction, an electrical shortage. the fire chief tells me indeed this fire was a bit of a challenge.

new developments in the orinda halloween shooting. a fifth person has died. >> reporter: good morning claudine. some of the victims were brought right here to a medical center in walnut creek to be treated. the contract county:sheriff's office died at the hospital. she was 19 years old. four others from the bay area ranging from 22 to 29 years old also died in the thursday night shooting. this happen on lou seal way in orinda. the party was promoted on social media. or the 100 people were there. the home is rented out through airbnb. orinda were on their way to the house for a noise complaint when they say they got a report of the shooting at 10:50 pm. three of the people found at the scene were dead and two others at hospitals. one man said his son was at the party when the shots rang out. he was 24 years old. >> i just said my son was shot >> no arrests have been made in the shooting just yet. the fbi is investigating. anyone with information is asked to call the orinda police department . >>> airbnb has responded to the shooting sa

right in the entrance there in orinda on its way to oakland. so if you are a commuter coming out highway 24, highly recommend jumping on bart. that will take some time to clear. we'll have more on that. and then earlier this morning around 230, we had a big rig go down highway 238 northbound to southbound 880. you can see the map there. number one lane blocked due to that collision. a few lanes were blocked earlier. they're now detouring off 238 onto 880. tow trucks on the scene along with chp local fire department is there as well. that was a tractor trailer on its side. there you can see it and it completely burned out. and that blocked all lanes there on 238. one lane is open right now and our allie rasmus just arriving on the scene with her photographer, chip. allie, what can you tell us? >> frank, we are on 580 overlooking the backup on northbound 238, and you can see it here behind us. we can't get close to that crash because the backup is so bad. it extends at least a mile from 238 and 880 connector. let's show you the video right away.

where joined now by ktvu's amber lee in orinda . >> reporter: the party was held here at this house. neighbors tell me they are stunned. there have been other parties here, they have been noisy, but not violent until now. >> we tolerated this, or the neighbors have. they told me about this party house when i first moved in. >> reporter: the so-called party house in the quiet oak springs neighborhood of orinda is quiet for more than 24 hours. neighbors say the owner has always used the home as a short- term rental and there have been previous parties here. on thursday night a halloween party here turned deadly. he saw multiple young people leaving, some injured. police say there were more than 100 people at the party from all over the bay area. multiple shots were >> i saw a lot of kids running in front of my house, running to the backside of my house. >> when the officers arrived it was a very chaotic scene and there was a lot of noise and yelling and people running. >> reporter: the event was advertised on social media as a airbnb mansion party. the victims range from 20 to 29 years

it was highway 24 in orinda. and that is where we find ktvu crime reporter henry lee with the very latest on this one, henry. >> well, this is now the second shooting on highway 24, in a little more than a week. the first one was in oakland. and today's shooting on the other side of the tunnel here in orinda. shots rang out on westbound highway 24 between fish ranch road and wilder in orinda at about 1030 wednesday morning. a witness called 911 and reported seeing a passenger in a white hyundai fired at least five shots at a black mercedes before the hyundai continued west through the caldecott tunnel into oakland. the witness said both cars have been going about 100 miles an hour. there were no reports of injuries, but there was some collateral damage. this subaru forester got caught in the gunfire. we watched as a man and a woman drove off in the car. its windows shattered as a result of the shooting. no arrests have been reported and a motive for the shooting is not yet known. the incident prompted the chp con
