[applaus [applause] >> supervisor kim: connie is one of our residents in the tenderloin neighborhood. she was born in 1930 and immigrated to the united states from hong kong right after the world war, world war ii in 1947. because at the time the u.s. had a law that mandated that gis could only marry and sponsor wives from outside the united states who were at least 19 years old, connie was, quote/unquote, 19 when she entered our country and married her first husband. this was an arranges marriage. she had six children with her husband. after 12 years, connie divorced her husband and met and fell in love with her second and last husband in reno, nevada, who she had her seventh child with, a daughter named lavita. connie has lived all over the united states. she was a black jack dealer in reno, nevada for over 30 years. thank you, connie and jen. people that take advantage, people that can afford to pay that take advantage of these programs, it can be really hard to catch them sometimes. and so one of the things that we need to do is we need to have harsh penalties for when you do get caught. we need to do what we can to deter this bad behavior and have adequate reporting systems, whistleblower protections, and then if you are found to be using section eight vouchers when you can afford a multi-million dollar home, you the punishment should fit the crime. there should be a harsh financial penalty for that. thank you jen. mahjong. so i think we're talking about two different things rent control and section eight. right. when we're talking about rent control and the need to preserve rent control, you know, rent control is a lifeline for so many people. now if there is an abuse of section eight, obviously we need that to be there with transparency and mechanisms in place where there's a penalty for that, when you look at how peop

. >>> and i see connie ford. would you like to come up and present? thank you, chair ronan and supervisors. my name is connie ford. the first thing i want to say is i highly recommend win mah. she is exemlary in exemptlary. in the bierpg o beginning of the 20th century, this country made a good decision to decide to include education, k-12 for every citizen in the country. that was really a wonderful thing. during a lot of that time, if you got a high school degree, you had access to the path into middle class, working class jobs so you can thrive. in the last couple of decades, things have changed. and now that is not adequate. you get a high school degree and it doesn't mean much. you need to go on. and so the -- so that's really what started the whole discussion of free city. and president obama started it during his term in 2015, saying that he thought everybody should have access to a free community college. and then a few states took that up. tennessee, portland, oregon, and minnesota, i think, and it was at that time that we at san francisco st

and that is supervisor connie chang.under her leadership, we have today spent over $30 million in api equity fund. those that $30 million have officially funded, six buildings throughout san francisco. we have one in chinatown, two in soma, one in the tl, this one in japantown, and one in the richmond. and again, you know, connie did this. i want to mention before she became budget chair. so that in itself gets, i believe, a standing ovation. so thank you. thank you, connie, for always looking out. you know, for our aapi communities in san francisco. you know, throughout this process, when we were surveying members in different community organizer locations, we were looking at, you know, what do we want to do in japantown? out of the six buildings, this was the only building that the community already owned. so the idea behind the api equity fund during recovery, coming out of this high intensity of anti-asian hate was how do we bring services to its home? majority of nonprofits in san francisco, they don't actually own

i also have had the pleasure of working with ada, conny, adnd judith by attending meetings. we were requested to do a program where we will be serving recently incarcerated individuals, helping them establish their own businesses in the neighborhood. supervisor mar: i just had a question about the -- i guess about renaissance. you mentioned you work as an incubator for 13 small and micro businesses. can you talk more about what you do to support those businesses? >> since i have started at renaissance, i have taken it upon myself to have a large part of my job be to work with our businesses compared to coordinating programs and more higher level things. i spent a lot of time with those entrepreneurs because, again, my office is located right next to theirs. hearing their concerns, generating solutions to the problems they might have, i do a lot of work directly marketing our businesses to our network, visitors to our building, to the surrounding community, so i do a lot of face-to-face work -- supervisor mar: it sounds like you act as a liaison to the different business and

it came about under the leadership of connie chan, who will be speaking in just a moment. she helped to point the lens to the fact that so many aapi serving organizations did not have their own place, did not have their own secure footprint ination that this cems your home and gives you that level of protection, so that organizations like this are here long term and for future generations is really extraordinary. and i'm so happy that my office had an opportunity to play a role in helping to do the work, to see the investments, to purchase so many of these buildings, and to provide city resources to make these dreams a reality. it is really the least the city could do for the harm that has been done in the past that have really separated and destroyed the fabric of so many of these communities, whether it's here in the soma neighborhood or the fillmore or the mission. this really is a chance for us to right some wrongs to make these investments and to ensure the growth and protection of extraordinary organization like this. for generations to come. and i'm so happy to be h

michael and connie, as i mentioned, have lived there over 29 years. and we are very concerned that rather than trying to reach an appropriate agreement, the project developmenter went ahead and played an ellis act card on them when they refused to take his buy-out offer. recently, there has been some progress in that the project developer has been willing to agree to mediation as a way of hopefully settling this. but if michael and connie are out of their house on april 28, it is obvious that the mediation is going to take a much different form. so it's very important that the parameters that the commission establish via discretionary review hearing be held before that session. and we would like to ask the commission to please help give some direction to the planning department staff, to schedule that discretionary review in march so that the project developer really has an understanding of what will be possible as well as hopefully reaching an accommodation with michael and connie so that they can continue to live on the project -- at 79 28th street.
