new developments in the orinda halloween shooting. a fifth person has died. >> reporter: good morning claudine. some of the victims were brought right here to a medical center in walnut creek to be treated. the contract county:sheriff's office died at the hospital. she was 19 years old. four others from the bay area ranging from 22 to 29 years old also died in the thursday night shooting. this happen on lou seal way in orinda. the party was promoted on social media. or the 100 people were there. the home is rented out through airbnb. orinda were on their way to the house for a noise complaint when they say they got a report of the shooting at 10:50 pm. three of the people found at the scene were dead and two others at hospitals. one man said his son was at the party when the shots rang out. he was 24 years old. >> i just said my son was shot >> no arrests have been made in the shooting just yet. the fbi is investigating. anyone with information is asked to call the orinda police department . >>> airbnb has responded to the shooting sa

trains between walnut creek and orinda are not running.hat's because they got a lot of work being done. they're replacing the track. and that's causing delays for b.a.r.t. riders. b.a.r.t. is replacing 50-year-old tracks. but to do that, they have to shut down the tracks over six weekends. and take a live look at what is happening now. there are shuttles available for the riders. but we've got the two huge trains that you're seeing along 24. those are in the eastbound lanes. and so in the left -- this is the big difference. it's affecting the track. but also affecting everyone trying to get by. we checked in with sara zendehnam over the past hour or so. we are seeing things start to clog up on 64 in the eastbound direction. as well as the side streets. an issue we have been talking about. side streets get very busy. mount diablo, as it rolls through lafayette. even orinda and areas where people try to figure out a way to get around that. keep in mind, this going to be the situation all weekend long. left lanes closed. near lafayette b.a.r.

a decision to crack down on sugary foods is dividing parents in orinda. what the parents are doing to try to bring back those birthday treats. >> a very interesting story, gasia. some parents have gone as far as starting a petition on change.org urging orinda's superintendent as well as the trustees to stop this ban on treats in the classrooms for events such as birthdays. according to the bay area news group, many parents found out about this cracktown back on the back to school night that the schools put on. reportedly some parent are upset over the crackdown but also on how this was handled. allegedly, this was a decision made without a much public input from parents. parents are upset over this man, again, started a change.org petition asking the superintendent and the district to recall the ban on birthday treats in the classroom. so far, about 185 people have signed it. the parents who started the petition say they are concerned and disappointed that a small group of parents lobbied their personal beliefs regarding sugar to the school district and t

we can show you where it is from where we are in the orinda hills. it is on the north side of highway 24. you can see large swaths of dirt where part of the hill has broken away in the landslide. there are three transmission towers near the area. the one in the foreground, closest to us, if you look close, it looks like it is tilted. that's the one we're talking about here. here is an aerial view from sky fox. this is a transmission tower in a remote location not near any homes. because of the landslide, the area around it is unstable and pg&e is working to stabilize the area so the transmission tower is not threatened. they have been bringing poles to build a temporary backup to connect the wires to if it has to go out of service or be disconnected. there are two train trucks parked on highway 24 below, located in the eastbound direction. those crane trucks are there to catch overhead power lines in case they dip or fall. pg&e says the cranes are there out of an abundance of caution as they try to shore up the tower on the hill above. it is there ju

allie rasmus is joining us live from orinda. dedicated to making it easier to get around on the roads in california. >> reporter: that money is supposed to go to maintaining and fixing roads and potholes and money set aside for public transit improvements as well. here in orinda, we have been watching people gas up all morning. this gas station is pretty busy. the last person here paid $3.32 a gallon. tomorrow you can tax on 12 cents per gallon. 20 cents for more diesel. this was passed earlier this year with the goal of raising $52 billion over the next decade for road repairs and improvements. a big portion coming from the gas taxes. it will be the first time in 23 years that the gas tax has gone up in california. state lawmakers who voted for the new law say the tax is needed because the current gas tax is no longer covering the cost to maintain roads. cars are more fuel efficient than two decades ago and there are more electric vehicles on the road. we have had mixed reactions from drivers. some are okay with it if it does i

an update to people with short-term rentals in orinda.leaders approved changes in the wake of a deadly halloween shooting at a home that was rented out through airbnb. the temporary urgency ordinance was requiring a host to personally greet guests and remain on the property during their stay. several people were killed on halloween night at a rents home that was advertised as a mansion party on social media. many people support the plan. others say these rules will be hard to enforce. >> the risker is not doing too much, it's doing too little. >> i would like to see the rules be enforced. >> of the two draft ordinances, council approved the one that requires posts to stay on the property but not in the same building as guests. the ordinance requires a two night minimum stay in place until january 3rd and will meet again through december 17th and possibly extend the ordinance or make it permanent. >> one of the five people in connection is behind bars. lebron wallace is being held on an unrelated probation violation. sources tell ktvu besi

this is a look into the orinda crossroads. this is westbound 80. you can see traffic backed up for 15 to 20 minute delay back up to the maze. this morning's commute in san francisco is getting a little slow on northbound 101. south bay commute continues to be very heavy on all the silicon valley approaches. 101 is getting better by the time you reach the sunnyvale area. let's go back to the desk. spec the investigation continues into the fire that ripped through a west oakland fire -- building yesterday. firefighters are searching for a fourth person who is unaccounted for. leigh martinez joins us live. >> reporter: this building has a history of complaints. 20 in the past decade. we are seeing more activity out here now. we saw someone with the city building inspection department also arrived just a few minutes ago. the fire department says it is no longer commenting on the fire investigation and that all questions should go to the city administrator. residents say they woke up smelling smoke and seeing flames. this video was taken by oakland fire

we are in orinda to discuss what they are looking at. >> the city council will discuss and review its short- term rental policies regarding airbnb and whether or not they should change in the city to prevent shootings from happening again. in the meantime, there is this area and family members and concerned residents have left behind flowers, candles, and photos of these five people who lost their lives to gun violence. it was before 11 pm when gunfire erupted at an airbnb rental that was billed as a halloween mansion party it was advertised on social media. 100 people were in attendance. they do not know what prompted the gunfire or who was responsible. they have not made any arrests. three people died at the scene of the party including the dj, two others died from their injuries at the hospital. several others were injured and in response, the ceo of airbnb said they are taking steps to crack down on so-called party house rentals they say they are expanding their screening high- risk reservations and are dedicating rapid response teams. we do not know exactly what any of that means

because -- pardon me -- highway 124 will be slow in lafayette and orinda.ot as bad as yesterday with all of the crashes. but we did have slow traffic this morning. i think some people are avoiding 80 as 80 had early morning crash that's have been cleared. some people they decide early in the morning coming in from solano county to take 80 or 680 to 24 to get to this part of the area. 680 has improved between carquinez bridge and the macarthur maze. and the bay bridge toll plaza is backed up beyond the maze. that is kind of slow. bay bridge commuter lanes, the diamond lanes, are actually doing very well if you're doing that. san mateo bridge traffic is going to be moderately heavy driving across to the peninsula. and on the peninsula, things have improved approaching san francisco airport from earlier problems. highway 101 is slow to burlingame. south bay commute about normal. that means that traffic will be slow getting into the west valley on all of the major freeways. 280 downtown san jose on the right there northbound looks good. 7:32. let's go back to t
