it could affect people who commute out of orinda. orinda, quiet neighborhood.crime is down. but still some people approach the chief about installing these cameras because of a recent uptick in burglaries. tonight the chief will take the presentation to the city council meeting tonight. the proposal still in its early phases, a lot of discussion about this months ahead before any action is taken. but the idea is to possibly put these license plate reader cameras near the entrances and exits near the city essentially off highway 24. these cameras would take a picture of your license plate and put in a searchable database. they are time stamped and tagged with a gps location. if the license plate comes up stolen or if there's another crime involveled and the police are alerted, they have to respond. this is another tool used to help solve crime. it will be used in orinda but some people are skeptical. >> i think it would be valuable for the police to have this information. basically, i think they could use the information for finding people that they need to find

we're live this morning from orinda. i'm james torres, ktvu fox two news. all right, james, thank you. time is 803. san francisco police are cracking down on car break-ins. it's a response to what's become an epidemic of car thefts in the city. the crackdown will include more police patrols in popular tourist destinations and other locations where car break-ins are happening. a lot. and san francisco's district attorney promises to hold car burglars accountable for their crimes as they have to learn. not only will the police arrest, but once that case is filed, something meaningful will happen on the back end to serve as a deterrent for future behavior. and san francisco police say both uniformed and plain clothes officers will be involved in this crackdown down. they'll also include what's called bait cars, efforts to catch car burglars in the act. san francisco police are responding to a viral video of a break in at alamo square. video posted a tiktok shows someone breaking into a black suv parked across the street from the painted ladies monday night. th

we're going to richmond bridge or orinda.oing to orinda for steve because westbound 24 has a big problem. there's an overturned vehicle on the way to the tunnel on westbound 24. and this is right there. you see one lane is open on the over there that's heading up to the tunnel that overturned vehicle is there there was another vehicle involved as well. but that's obviously the big problem there. orinda fire truck there blocking part of the lane. people are getting off the freeway and getting back on. so they're doing what they can to get up past this crash. but 24 is slow as you come up to the tunnel. this is going to be backing up now into orinda until they write this vehicle. there's also some police activity associated with this. and apparently some people got out and ran away and they were somehow in the in the hills there. so police are looking for them now. we'll see what happened. let's talk about the backup. it's backed up all the way out to the crossroads. this is a look at the richmond bridge, two right lanes closed

this is why the moraga orinda fire district and the orinda police department organizes evacuation exercisepeople ready for an emergency, while official tested coordination and information so if there is a real need to evacuate, people can do so safely and efficiently. officials ran a simulated wildfire scenario to practice a time phased evacuation, so those closest to the fire would be notified first. of course, we're in the middle of a pandemic, so distro does not actually involve people leaving their homes. if you live in orinda and are signed up for the contra costa county alert system, you should've gotten an evacuation alert. in case of a real emergency, this is the main way residents would be alerted. the fire district said 18,000 people live in orinda, but only 7000 are registered for the community warning system. we talked to a fire official and resident about the event and how things would go in a real emergency situation. >> they are doing it virtually this year. actually increased participation probably five fold. we were excited about that. >> if it were an actual emergency, we

that's after two train cars derailed yesterday morning near orinda.u is james torres live in walnut creek this morning with the investigation into what happened, james. yeah. pam >> bart only making that announcement just a few minutes ago, saying that they expect service to be fully restored this morning. that's after having to rely on ac transit busses as a bus bridge for pretty much most of the day. yesterday all because of that derailed that happened at about 9:00. they said the plan was if everything went well overnight, those trains would be running normal this morning. and that seems to be the case. here's what we've learned so far as to what exactly happened. they say a computer problem prevented tracks from switching automatically between the lafayette and orinda stations, so the train operator had to do that manually. bart says they are trained to do that, something happened to make two train cars derail and catch fire. and now an investigation is underway to find out if the derailment was a result of human error or a deeper problem with the

this is in orinda in the east bay.e'll bring you an update on all that's happening out there in the next 20 minutes. >>> 7:47. sal is starting in the east bay. what's going on? >> a lot of slow traffic, pam and dave. right now, we have a look at the eastshore freeway. the drive time is pretty steep for a monday. 31 minutes now. a couple of weeks ago we had triple these times. i guess we complaint. it's slowest. average speed 37 miles an hour. also want to mention the traffic in the east bay is going to be slow and in marin county, southbound 101 has been very slow from petaluma on down to novato. after that, it moves okay between 37 southbound and san rafael. we've had a couple of glitches there. highway 37 heading west out of vallejo over to sears -- what used to be sears point, highway 121, is also very slow. let's go to the bay bridge toll plaza. traffic has been slow, 35, 40- minute drive time into san francisco. interstate 280 in san jose looks good around the corner. there's some slowing. 280 is the best freeway.
