bob redell looking at the commute concerns from the orinda b.a.r.t. station. >>> let's start first with pete suratos in napa. many neighbors lost power. i can see it out behind you. pete? >> reporter: that's right, good morning, guys. we're still standing along highway 29 and highway 221 here in napa. you can see the traffic lights are out, but this is a power lines issue. caltrans is on scene, unclear if this is related to the power shutoffs. they're trying to fix this situation because the traffic lights are out at a very busy intersection here in napa, but we know that in napa county the shutoffs began roughly around midnight. we do have some new video from other areas that are affected by the shutoffs, in fairfield you see the power is out at gas stations in that area. when it comes to the shutoffs, you guys mentioned it, pg&e deciding to shut off power due to elevated fire danger across the bay area and of course the decision is affng huneds of thousands of customers who are trying their best to prepare for a situation like this. the times of the

they have been running between lafayette and orinda. if you live in walnut creek, you're trying to get into san francisco and b.a.r.t. is your normal way of getting in, it is up and running and it's a normal tuesday morning right after new year's eve. this is after b.a.r.t. spent yesterday and overnight trying to repair the tracks, which they successfully were able to do. they had to use a crane to get the two derailed cars on the rails, back on the rails so they could be towed out of service. those two cars were on an eastbound yellow train along highway 24. this happened a little after 9:00 yesterday morning. at least one of the car's undercarriage also caught fire. all of the passengers and employees were able to get off safely. they were escorted on foot back here to orinda b.a.r.t. behind me. nine riders were taken to the hospital to be evaluated and in some cases treated for minor injuries. >> bob, at this point do we know why the train derailed? >> reporter: we just spoke with jim allison and we'll have some sound with him in abo

let's start out with bob redell, near the crime scene in orinda. bob?er: as you can see, all morning long the contra costa county sheriff's office and orinda police department kept us quite a way from the scene. the scene is up this hill and around the bend, a good block and a half from our position. this happened in a residential area in the very hilly part of orinda, not far from highway 24 and camino pablo. look at the video, this is what it looked like shortly after the shooting, happened around 10:45 last night. witnesses tell our own cheryl hurd who was out here afterwards this happened at a halloween party at a house on lucille way, and this was a house that had been rent the out as an airbnb for this party. there are about 100 people in attendance. some included students from laney college in oakland, again, we are trying to confirm that info with law enforcement. we also saw on video what appears to be a mother and father at the crime scene tape begging law enforcement for information about their daughter, who they sadly believe was one of the

orinda mayor darlene g. and says enforcing an ordinance like this might get some backlash, but there is data outside of the country that suggests it works, and it is very well researched. so it is based on actual science. it's not a it's not a theory, but it is also one that's going to be a very, very tough thing for people to accept if it's decided to be the best solution. well, speaking of that research, it suggests that ember resistant zones work best when more than 30% of homes on a block comply. this proposed ordinance would be some of the most stringent rules to protect homes from wildfire risk, with the goal of getting insurance carriers back earlier in the year. as we've reported, california's largest insurer, state farm, announced that it would not renew tens of thousands of residential policies in the state and, of course, there are projections that there may be even more policies that are dropped by insurance companies. and there's actually one city that's a little bit closer to the bay area. laur

power out in places like orinda.a they'll get those inspections, power will be turned back on by today, tonight at the latest. but until then thousands of people are still without power here in the bay area. pg&e had shut off power sunday night to thousands of customers, the majority in contra costa, alameda, napa counties to prevent wildfires during the high wind event which pg&e reports saw maximum gusts in the high 60s to high 80-mile-an-hour range. stoplights are still out. businesses remain closed. gas pumps are shut down. last night people were buying ice to try to save their perishables that are in their fridge. pg&e has set up charging stations like this one to help people get through this major inconvenience. >> i have a generator that's broken. and i don't have anybody to fix it. if we had the generator we would have been golden. >> reporter: here's a look at the pg&e website which shows the current power outages for the bay area. statewide 345,000 people lost power, less than half have been restored. again

bob redell joins us live in orinda this morning. crews worked fast to try to avoid that problem. >> reporter: correct, but the tunnel will remain open and if you're taking b.a.r.t. or here at the orinda b.a.r.t. station, b.a.r.t. will be up and running. they've worked for several months with pg&e to prepare for these emergency outages. say the power goes out in this section in orinda. they will draw power from other parts of their transit system to keep the tracks here powered so the trains can still be running. also notice b.a.r.t. has brought in a portable generate yar to the orinda b.a.r.t. station because it is possible t orinda b.a.r.t. and some other stations could lose house power. house power is electricity used for things like the elevators, escalators, ticket vending machines and fare gates so they brought in portable generators to six stations, orinda, rock ridge, lafayette, west dublin/pleasanton and dublin/pleasanton. the caldecott tunnel last night as you could see workers brought in power generators for the caldecott

the entire downtown area of orinda is cordoned off. we see fire trucks and yellow tape around ba raga way. a heightened sense of concern after what happened in san bruno. i spoke with the city manager who told me what happened is that an outside contractor was working on repaving a project around 11:15 last night. when the crew hit a natural gas line. originally there was panic here and initial reports were this was a six-inch line. it turns out there was only two inches and crews are having to ex-cavate around the back hoe that was doing the work here. about a dozen homes were evacuated as a precaution. those families are back home this morning. if you know the area, this is behind the bev mo store behind peet's coffee. they are trying to get it cleared up because this is a popular thoroughfare and people come to get coffee there. you pass by if you are going to the bart station and highway 24. they are trying to get this reopened as quickly as possible. they say if the area is still blocked, they will have people out there later this

department office in orinda. it is 606 right now. the alum rock school district has a new leader. late last night, the school board announced herman cerda is the new superintendent. most recently, he was the assistant superintendent of educational services for the campbell union high school district. back in march. the school board voted to terminate its contract with hilaria bower. then the board president was removed two months later. the new superintendent will face school closures over the next year. the alum, rock board vice president says it plans to close nine schools, but it will be a community process as they decide on which schools will need to shut down. we have approximately $20 million budget shortfall and it needs to be addressed. we have enrollment that capacity of about 20,000 students, and at present we have 7500 students. the school board says it expects to make the decision on what schools to close by the end of the year. the closures would go into effect next. school year. happening today, the

"today in the bay's" bob redell is live for us in the orinda b.a.r.t.re some riders woke up without power, and others are bracing for the next round. what are they saying around there? >> reporter: we moved to the downtown part of orinda, you can see power is still out here. it's up in the air whether the power will come back on and then go off before tonight. in the north bay, power is supposed to shut off in a few hours, talking about between 8:30 and 9:00 this morning. on the peninsula, the south bay, the east bay, places like here in orinda, power could go off tonight, perhaps early tomorrow morning. as you can see in this map provided by pg&e, every county in the bay area except san francisco will be impacted. we're talking about over 60,000 customers or about 1.8 million people in 29 counties statewide who could lose electricity in what would be the third preemptive power shutdown by pg&e in less than a month. pg&e is predicting a weaker wind event this time around but they're being precautious because the fuels are so dry and because the kincade
