the prime suspect appeared in federal court in new york city, just hours after being arrested. newshour correspondent kwame holman begins our coverage. >> reporter: this is the man captured at new york's kennedy airport, last night, faisal shahzad, a 30-year-old american citizen born in pakistan. in washington, today, attorney general eric holder said the suspect has admitted his role in last saturday's failed car bombing in times square. >> he has been, and continues to be, questioned by federal agents. as a result of those communications, shahzad has provided useful information to authorities. based on what we know so far, it is clear that this was a terrorist plot aimed at murdering americans in one of the busiest places in our country. >> reporter: shahzad was arrested on board this airliner before it was to take off for dubai. moments before the jet was to pull from the gate, federal agents recalled it and took shahzad into custody. he had been placed on a no-fly list hours earlier but today holder dismissed allegations that he almost got away. >> i was here through much of

new york city on high alert after a car bomb found in the heart of times square last evening. david lee miller is live in new york with the very latest on that. hello, david. >> reporter: hi, brian. a few moments ago i left times square and i can tell you for the most part to the casual observer has started to return to normal. a little more than an hour's time, the sunday matinees will start and there are thousands and thousands of theater-goers now in times square. it was only a few hours ago, though, authorities removed the nissan pathfinder vehicle that had inside incendiary device. the vehicle was taken out on a flatbed truck around 6:00 this morning and it was covered in a yellow tarp. police had been on the scene all night. thousands and thousands of tourists were prevented from going to their hotel rooms. at this hour, the massive investigation does continue, because to a great extent, brian, the authorities now have the greatest gift that the would-be bombers could possibly have given them; that is, the intact vehicle as well as the incendiary device itself. they are p

for example, if you go into new york city and you say these are the channels being used in the beach front, for example, and television stations are on 24/7 and we are using all those frequencies, now, we also share frequencies with three of the television channels not used by public safety in new york city. now, depending on standing on a roof and putting out a monitor, you may not pick up all that public safety use because those radio communications may be relatively short, so it looks vacant, but it isn't. in addition, c-span, cnn, every local news operation are using those channels for wireless microphone communications going back and forth and reporting. depending on where you stand, and i know, for example, new york city was, i believe, on the other side of the river, you won't pick up those channels being used. so that's one piece of this. the other piece of this and i think it's really, really important here, when you start looking at whether it's broadcasting or any other use, when you have equipment, for example, with television, consumers just bought $109 billion worth of

since 2001, new york city has been the subject of 11 attempted plots that we know of. it highlights one of the myriad ways terrorists might try to attack new york, a homemade bomb, by releasing cyanide into the subways, buy enriched cables. the police department is trained to react to every type of threat, especially those involving guns or explosives. that is why it is urgent that we close the terror gap in our nation's law. the year to do so places this country at even greater risk. last year, and testified before this committee about the nypd's response to the attacks on mumbai in india. as you may recall, that attack was carried out by small teams of operatives using ak-47 rifles. as part of our comprehensive response to what happened in mumbai, we held technical drills with operators from our special operations division based on that scenario. we trained additional officers in the use of heavy weapons so that they will be able to supplement the work of our emergency service officers in a crisis. we also created a tactical reserve force. we have taken these and othe

these plots are -- should serve to reinforce our efforts to secure new york city and every other city in america from devastating terrorist attacks. the administration, unfortunately, has proposed cutting funding for or eliminating critical homeland security initiatives in new york and elsewhere. there are many initiatives that need to be addressed immediately such as the securing the cities program, which is a successful state and local partnership to help prevent nuclear and radiological terrorism in and around new york. the house has passed legislation to authorize funding for this important initiative for which the administration has proposed eliminating. the administration has also proposed the u.s. coast guard new york city base maritime safety and security team which strengthens maritime security around the city. these reductions are being proposed at the same time that the administration has pursued trying alleged 9/11 master mind muhammad in civilian court just blocks away from where the world trade center once stood. we should be more concerned about properly funding counter
