costs comparisons between contractors and government personnel carrying out the same function and our gao colleague may be able to say more on this it's proved to be exceedingly difficult for a variety of reasons. one of the last year reports required data from the department of defense in order to make this comparison, department of defense was unable to provide the data. there seems to be a difference in cost as you sort of move up the skills chain. if you're going to hire local or third party nationals to do construction, laundry or mail service, you're much more likely to save money than to do things sort of at the top of the skills, private security, more engineering function. if you hire americans you may pay on a per day basis more than an american official to do the same things. the benefits seem to be lesson the cost side often and more on quick deployability of contractors into a war zone. on the inherently governmental side, there is certainly reason to revisit this whole issue. our recommendation has been to try to move away from trying to divide every single activity into int
