most of the people in prison as sex offenders are not those people. i call them romeo and juliet's. he is 19 and she is 16 or she is 19 and he is 16. that is the most of the mark. let's face it -- we should know, especially in san francisco, that as human beings, we are not really comfortable with sex. some of us do not even know who we are, right? from day to day, right? you know, i mean, sex is a very complicated issue. the idea that sexual behavior and people's aberrations with it or problems with it or confusions should send them to present for life sentences. in wisconsin, they have the same thing in iowa and illinois -- actually have built prisons just for sex offenders. can you imagine? the entire prison are sex offenders, mostly young men. that is what they are. young men who are confused about their sexuality. as my son was or your son was. i'm going to continue with this, just some of the suggestions we have had. get rid of the word "officer." you have police officers -- isn't that enough? we have, like, 2 million of them. it should be social workers, correctional workers.

at the time, we were helping a few hundred people each year, and today, we fell over 2000 people -- wed over two dozen people clean up their criminal records. our goal is to help people have a dignified return from the criminal justice system. -- we help over 2000 people clean up their criminal records. the panel today is entitled "paving the road to reentry: clean slate and state law and criminal record reform." the discussion comes at a time when there is an unprecedented amount of people incarcerated. these individuals are returning from prison at the rate of 600,000 per year. in california, that rate is 115,000 per year. in california, over 1 million people have a conviction record, and one in five individuals have an arrest or criminal conviction. so we have to ask ourselves -- is criminal record reform an urgent priority for california? and if so, what is being done? and how can we go further? let's hear what our distinguished panel has to say. our first panelist is dr. steven richardson, a renowned author and professor of criminal justice at the university of wisconsin oshkosh.

with the young people and set up times to meet with those young people. what we found is that many of those young people have been disengaged from the academic environment for quite some time, so our work has been over the school years to further identify what those barriers to attendance and getting better grades and engaging the school -- we have tried to really find out what those barriers are and work with those young people. that is what our work has been looking like as well as connecting young people and their families with support services, specific to where they need those services, the types of needs we have had the we have been able to identify and the things they have expressed. but again, the district attorney's office has referred 15 young people, and we are actively working with them, as well as the school district has made referrals. during our pilot time, we also had a number of calls from parents who called hearing about the tarc center and had students that were true and that they wanted support for, so we have also worked with those fa
