bcdc was created to stop the uncontrolled filling of the bay and we've done that. in fact, we've reversed the shrinking of the bay. it's now 8,000 acres larger than it was 40 years ago and the conversion of salt ponds in the north and south bay to wetlands will make it another 26,000 acres larger. we are very proud of what we have accomplished. not all government agencies know what they are supposed to do. fewer even do it. we do. well, our smug self-aduration was interrupted last year in march when the california climate change center published a report titled, changing climate, assessing the risk to california. the report looked at 3 scenarios for cutting the amounts of emission that we pump into the atmosphere and depending on whether and how much green house gas emissions can be brought under control, the report projects by the end of the century average temperatures in california will rise between 3 and 10 1/2 degrees centigrade. one of the most publicized impacts of global warming is a predicted increase in sea level. and here's a graph showing sea level rise

[applause] >> i also want to thank the opportunity thank thebcdc who helped us -- bank -- thank bcdc, who helped us get a permit for this. i told people that the cost of putting something up like this cost the city about the cost of a billboard for one month, and they had a greater ability to create community and space, and it has been a fabulous addition to the port of san francisco. people will talk about this rocket ship forever. the next person we have is our district supervisor, david chiu. when david first came to the board of supervisors, he had a conversation with the cultural affairs director for the city and county of san francisco, and he made art in san francisco a priority. he wanted to make sure the money we were spending was spent on artists from the bay area. it was very important to him that this happened. as many of you may or may not know, san franciscans -- san francisco is one of the city with the most artists per capita. our government agencies spend more money on arts than any other government agency per- capita, and the foundations that work in san francisco sp

we have the oversight of the water resources control board and state toxic along bcdc also controls the tide, the 100 feet where it comes in and out. i think the question for us to look at here, if you want to add another two weeks to cover public comment, what is dimp with this e.i.r. versus other e.i.r.'s we have done in the city? i didn't hear any public testimony that has led me to believe that we need to -- any additional information. whether board member ebber ling -- e -- elberling is right or not with the church, i don't remember any time that we have to address the-sably issues in any other e.i.r.'s. i don't disagree maybe we should look at faith-based facilities being there, but that's -- the treasure island plan itself, they can negotiate some sort of rental there, that's a separate document. regarding the e.i.r. with the transportation and the environment and some of the alternatives, again i'm going back to the role of the e.i.r., have we looked at the alternatives? if we looked -- i think we have adequately looked at the alternatives. we know we have -- there's mitigation

in fact, bcdc regularly takes credit for the good work you have done here. [laughter] i think we have to acknowledge that we have only partly done the work. our goal is to reconnect san francisco to the waterfront. you have done a great deal of work here on the water side of the embarcadero. your executive director and i regularly engage in quality control assessment at the many restaurants along there. [laughter] obviously, i take my responsibilities more seriously than she does. what we have decided to do is look at and the determination of what this side of the embarcadero should look like. what do we want? and then we went about doing what we said we wanted to do. the embarcadero was the same thing. we made choices. what do we want to achieve? we went about implementing them. we need -- we need the same thing for the inland side of the embarcadero. that would be the fabric that holds and nets the city together with the embarcadero and the day. in essence, what we have now is half of a well-dressed person, or a beautiful painting without a frame. we need

we are having to seek permits from bcdc. we are going through the process appropriately, and we are making accommodations for the public parking that occurs on that here as well as for the fisherman, so so far, we have only had to relocate five vessels, and as we do the work, we hope to be able to rotate, but if necessary, we will make sure they are versed for anyone that is impacted. said the extent of the repair is still under development and still needs to be fermented. we are mobilizing in making that a very high priority. next, we are pleased to talk about a new itinerary for 2011. i know that we have talked before about all the changes in cruising that are going to occur in 2011. for example, we're going to have two calls from disney cruises, which we have never had on this coast, as well as crystal cruises and others. princess cruises has also made some changes to its itinerary. they are going to experiment, for lack of a better word, with a seven-day cruise on the west coast. most of the cruises out of san francisco
