hospitals are critical, but hospitals are not where we want people. where we want people is in the community. we want to keep people healthy. we want people seeing their primary-care doctors, whether here or in the community or at the federally qualified health centers, and for the incredibly rich array of community-based services that either keep people out of the hospital or give them a warm place to go. it is now my honor to introduce to you judy guggenheim, the president of the san francisco general hospital foundation. without them, we would never be in this position of being able to be talking about a new hospital. they have been our friends, our supporters. they have helped us to raise money, help us raise support, and no one has been a more enthusiastic spokesperson for this hospital then to the guggenheim -- judy guggenheim. she was 5150-ed taken to the general hospital and into the site ward. after a couple of weeks, she went to the mental health of the have facility, which is next to the general hospital. from what i remember at the time, the general hospital had about 200 or 250 beds in the site once. i think that is about correct. at the time, my daughter went into the rehab facility, the city tried to close the rehab facility, and one of the things we heard a great deal was that many patients were being sent out of county at great expense. i come here this evening, and one of the things that brought me here was that i learned that the beds in the general hospital are being further reduced, and i simply do not understand that here at the time, we learned that it costs the city more to send patients out of county rather than treat them in the city. and this is just my main concern -- i did not have a great deal of information before i came this evening, but i cannot understand the humane and fiscal thinking, which persists in reducing the beds of those in the city and se

it is not adequate to stay in hospital for seven days or 10 days or two weeks with an acute psychotic illness and go out before the medications have stabilized in before people are under full treatment, and this is not my opinion. this is science. you've heard from a trained psychiatrists who deals with this every day. he was not just submitting an editorial opinion. that is in fact the science. you cannot be stabilized in under a month. not only are we sending people out too soon, but we are sending them out without adequate follow-up. no appointment, and a case manager, the discharge follow-up whatsoever. plus, we have some folks sitting there not able to go anywhere because there's no step down residential unit, no adult unit that is less acute to receive them. basically, these will continue is not being honored. we are not dealing with a cute. we are not doing follow-ups, and we are not dealing with the full of spectrum of patient services necessary. on the other hand, does it need to be that way? but ms. robinson and mr. jefferson told us know usno -- told us no. given the servic
