my name is cindy kaufman. if i put my glasses on i cannot see you and if i take them off i cannot see my notes. i will go back and forth. i have the honor of being the chair of the subcommittee. when i was first asked to sit, i thought, this is great. as we came together and i looked around the table at the people i was working with, i was struck by the expertise that sat around the table. that came together to work on what to services and systems look like in san francisco. i need to start off by thanking the committee i worked with for their diligence and the fact that day -- that they were in there even when it felt like herding cats. one of the challenges that we face in looking at the services is trying to get too far into details when you are planning for the future. we started trying to pick, where does this start in the process when it almost felt ill -- a little overwhelming at times. i felt fortunate to work in a city like san francisco that has some of the opportunities and has some of these service

and we have jim pope, we have kaufman campaign, we have the pollsters, going to talk about -- for those of you who are interested in the politics and the statewide campaign. that person is going to be available to talk a little bit about their thoughts about how the campaign -- the reasons for why it was successful. and there's some members of the press that wil that will be available as well, since there was a huge effort. i do want to say, on sf lafco, you will hear at this conference that one of the reasons why many people felt that the initiative did not pass had to do with the ballot arguments themselves, and you will recall that we were one of the first agencies to challenge pg&e's ballot argument, and their title and summary of the ballot measure, which originally, they had called it the taxpayers right to vote act, and so, the efforts that we took to challenge that with the secretary of state and attorney general's office snowballed with other agencies that then followed suit, so it is just a great story that will be told on august 5, and i hope you can all come. commissioner mi

i had the opportunity to join senator casey and senator kaufman on their recent visit to iraq. i was impressed with the progress that has been made there. but i appreciate the fragility of the current situation. i understand that those who would promote instability in the country act without a government having been formed did. i understand that the current failure to form a government gives an opportunity for those extremist elements. can you talk a little bit about what you think forming a government could do and the difference that might make and how that should be done? >> certainly, senator byrd first we are hopeful that the government will be formed in the near future. unlike in the past, this time in that interregnum the government has done a good job of providing services, has pushed down security incidents, whereas in the last time it rocketed up, and it is dramatically, than either 2006 or 2005. the iraqis are learning to deal with the situation that we see from time to time in parliamentary democracies in europe as well. nonetheless, it is time to move on with this.
