joining me now is nea president dennis van willker. thank you for being on the program. >> thank you for having me. >> it's such an important topic and we want to zero in on education. states are facing severe budget gaps. we know this. there is a funding crisis. how wide spread is that to public schools? where are the students most at risk? >> across the country. more than 40 states are facing huge deficits at the state levels. you have four or five adults trying to plan an activity for two to three hours and now imagine your child's classroom, twice as many kids and one adult, planning complex activities for six or seven hours. i mean, you don't have to be an expert to understand that the more children you have in a classroom, the less time and attention each one has, and we have to find our way around it. that's what the budget crisis is about. if we have resources to fund bailouts for banks and tax breaks for wall street, we need that money for education. >> how can you balance a funding crisis with ensuring your members' jobs with

[applause] yesterday we had the privilege of starting the day with the chairman of the nea. we were allowed to give a cuff overview to the chairman of the creative committee of san francisco. in a way we were also the warm- up act for the mayor. the chairman wanted to meet with the mayor. you had the chairman of the national endowment, connected to many grants and initiatives we were competing for. he decided to enter the larger meeting and join us. 15 minutes into that meeting i was starting to get worried because the conversation had not gotten to the talking points that the staff had worked on so hard. suddenly, an artist was revealed. he masterfully guided the conversation and spoke so eloquently about the importance of art in the city. by the time that the chairman left, hohe was totally convinced the sentences that would be one of the pilot cities. without stealing any of the limelight from the honoree, i wanted to thank the mayor for all of the support that he gives the arts. one of the big things was getting the nea grant. it was a very prestigious and competitive grant. it will allow us to leverage up to $1 million of other philanthropic money to continue to a dance that catalyst -- to vance that catalyst. the arts are the ultimate opportunity to revitalize that market. the other question was about tackling the homeless. i am as committed to as any other human being to this issue. 12,000 people have gotten off the streets since i became mayor. we reduced the caseload by 84%. over 3000 human beings have the dignity of a place to call home. every day i go to my department heads trying to help people on city streets and corners. the challenges we do not have a static population. 12,000 was the total estimated population when i began. we did a survey last year that showed 44% of people have been out on the streets and sidewalks for less than 90 days. think about that. we recognize the problem is much bigger than us. it does not mean we do not want to solve it for our partners and other counties. for that matter, the state and the nation. we do our fair s

they get an nea grant each year. they get a grant from the new york state council of the arts. they get a grant from the city of new york. i don't know the numbers today of what they get, but my guess is in total it's less than $400,000, $500,000 a year and their budget is over $12 million. so it's a very modest amount of money from the taxpayer. it's primarily ticket sales, tour fees because they tour so much and then grants, but one of the big changes we made at ailey and i started to learn about arts organizations of color which has become a big interest and passion of mine, white arts organizations typically will get about 60 to 65 percent of their contributions from individual donors and the rest from corporations and foundations and governments. but the vast preponderance comes from individuals, mostly middle class individuals by the way, not the super rich. and arts organizations of color tend to get less than six percent of their contributions from individuals and this was true at ailey, as well and one of the things we did very -- worked very hard on at ailey was to ge
