i want to introduce the chair of the ada committee. >> good morning. thank you for taking the time to review the report. i am jim kiknidell. the purpose of the report was to review the compliance with the 1990 with disabilities act and to support the mayor's office in disability and achieving that mandate within a reasonable time. title two requires the facilities, programs, activities, and services of the state and local government should be made accessible to persons with disabilities. this coming monday, by the way, is the anniversary of the passage of the act. in 2009, 2010, is of a grand jury initiated an investigation to determine what has been done to comply with the americans with disabilities act, and what, if anything, remains to complete compliance. in summary, the jury identified three areas where support is needed in order for full compliance to be achieved. the first was facilitate and expand the citizens of a grievance procedure. second, accelerate the completion of the transition plan. third, to develop and implement training program for

in my opinion, the ada is there to help people who really need help. people like me are looking to them for guidance. it seems strange that instead of giving me guidance, they basically short circuit the system and, in my opinion, ending the system. ada compliance need to be seriously considered, especially at the board level. in my opinion, this committee is even weaker than the ethics commission. supervisor mar: thank you. is there anyone else that would like to speak? please come forward. >> hello. i am also a member of the mayor's disability council. i am in that category of having a hit in disability. i also want to start by thanking the civil grand jury and you all for giving this the attention that you are. we appreciate it. i wanted to reiterate something that we mentioned, which is, if finances were not an issue, as the community would want every suggestion that the community suggested, but seeing the situation is not that, we want to make sure architectural access is not prioritized over other disability access needs. particularly, public heal

our offices also is responsible for the ada transition plan for curve ramps and sidewalks for the public right of -of-way. and we published this plan with the department of public works and it's in the 10-year capital plan and this was a process and resolution by the board of supervisors and signed by the mayor and we must plan for the future in an organized way. and the transition plan for curb ramps and sidewalks, identifies 15,000 curb ramps that are missing or need repair, and a potential 16 ,000 more that we haven't surveyed yet that probably need replacement or installation, because there is nothing there. this commitment is $78.9 million for curb ramps for the next 10 years and 92 for sidewalk ramps and we provide guidance for other departments and better street plan and department of public works and those who design things for livable streets. and we provide said for the better street plan project and access ibleible curb ramps and stops. and one thing that we want to communicate, these are not stand alone elements, they are building blocks placed in the public right-of-way. and

the civil grand jury issued its report on whether the city is in compliance with the ada. there were great successes. the city will repair many curbs in our city. our commitment to improving the public right of way has remained strong, even though the budget turned down. the disability council review this report. their active involvement keeps the city focus on these issues. i am pleased with the supervisor's involvement. the continued to assist 7 siskins with disabilities. i hope the mayor'as budget director will consider the recommendation to the grand jury to make sure the office is appropriately staffed. the city attorney was asked to respond and they said that they would do so confidentially to the board for 60 days following the entry in a lawsuit. i do not fall the city attorney. i would say that the city must take into account the consequences and we must assess the legal risks sooner rather than later. the city family will work together to ensure access and make sure we can do that through the legislative process. let me thank supervisor mar and the government and

definitely a problem with the, ada requirement. you will find this throughout the city and county of san francisco. next area is corner of 7th and harrison. you see assign there that says no pedestrian crossing. use the sidewalk. again a perfect example that priorities given to moving vehicles verses pedestrian safety. in that area people with handicapped and mobility impairment have to travel long distances to cross the street. gridlock in san francisco is more of a day-to-day chore to maneuver third. third and folsom is when you find cars blocking part of the sidewalk of which pedestrians are required to cross. this is definitely not a good safe practice. i print these out to give them because there's an a pun dance of information to you and i hope you take the back of these photographs to take notes so when you go back to your community you continue the discussion on pedestrian safety. thank you for your attention this morning and have a good day.
