the factor begins right now. >> bill: hi, i'm bill o'reilly. thanks for watching us tonight. stunning new poll on politics in the media that is the subject of this evening's talking points memo. survey done by politico and george washington university asked 1,000 likely voters about the current state of politics and the media in the u.s.a. the results may surprise you. first, 45% strongly disapprove of the job president obama is doing. 35% strongly approve. but personally, this situation is reverse. 47% of likely voters say they strongly approve of the president as a person. just 19% strongly disprove. on the subject of his possible re-election, 44% say they will vote against barack obama the next time around. 38% say he deserves to be reelected. 42% of americans say the president is very liberal. and 41% say the new obama care legislation is terrible. just 18% favor it enthusiastically. so the mood of the country is obviously running strongly against mr. obama's policies. as for the republican party, mitt romney has a 45% favorable rating. 28% don't like him. sarah palin 44%

star bill a better bill.re is a question here about why do we provide this money in a time of a deficit. there is an answer to that. america faces right now two great challenges. one is high unemployment. we've got to put people back to work. the other is, an energy policy that's not as clean as it needs to be. it's not as sustainable as it must be. and it's not as affordable as it should be. this legislation addresses both of those challenges by investing in energy efficiency. this is with people making their own decision abouts how to best do that in their own rural homes. we invest in our economy. over 90% of the materials are manufactured in the united states of america. by slowing our wasteful use of energy, we can save homeowners hundreds of millions of dollars, that's money this their pocket they can spend on other things. good for the economy. and by of course reducing the amount of costly oil we import from hostile nations, we can create clean energy jobs here at home. so this is a practical approach

i wanted to update you on a couple of high-speed rail bills of note and some other bills of interest. in the transit of arena, there were essentially two bills worth note moving through. let me take a step back first. in the transportation policy arena, after the passage of the gas tax swap back in march, not a lot of heavy duty policy bills were advanced in the wake of that, so there's not a sustainable amount of significant new policy year. speaker perez has a bill, which is on page 26, that would increase violations for weapons possession at transit facilities. this was a very closely watched bill. it did pass the legislature. it is on the governor's desk. the other bill of note, and maybe of interest in the future -- it does not relate directly affect san francisco, although it affects a transit carrier that travels to your city, ac transit -- sb 1830 as an administrative adjudication process in lieu of the process most transit agencies go through, and it streamlines the ability of the transit agency to get to closure on pending violations, minor violations. in addition to adding

hastings: the bill under consideration today is version of a previous bill. the republicans felt this bill accomplishes its primary goal which is to increase the outsourcing of tribes programs and functions of the department of interior that are provided to indians was of their status as indians. at the core of h.r. 4347, the principle that washington, d.c. is not capable of managing tribal lands as effectively as the government of the indian people, the indian tribes this bill would be a template to outline federal resources where appropriate to states, tribes and the private sector. i must say, mr. speaker, i'm disappointed that the obama administration has not provided a formal statement on the position of 4347 as amended. bipartisan staff sought to address concerns expressed by the department of interior in the testimony on the bill as introduced. for this reason, i think the house is owed something in writing from the department clarifying its views on the amended bill. regardless, i do not see this silence from the administration as a reason to hold up
