in the hearing here in washington, up on capitol hill today, chris johns, the head of pg&e says he's already lowered the pressure of the natural gas in his pipelines that run through populated areas. he's inviting congress to require big gas lines to be moved out of residential neighborhoods. but a clash came on ougauto mat shutoff valves. senator barbara boxer literally sniffed at that. >> you would agree there would have been a shutoff valve, we would have averted the disaster. >> if there were a remote controlled shutoff valve in there, the gas flow would have stopped faster by the time our people got there. >> reporter: so the challenge is laid down. will pg&e make its very, very expensive upgrades and switch to automatic shutoff valves in all of these high-risk areas. about 3,600 miles of pipeline we're told. and do it immediately. the company said they will do whatever is necessary to keep the system safe. live from capitol hill, steve handelsman reporting. lisa, back to you. >> thank you. >>> gubernatorial candidates go head-to-head in their first debate of this campaign. nbc

and chris johns, the president of pg&e this week said sometimes we think we need to do one repair buthen something more important comes up so we move it down the priority list which begs the question. what could have been more important than this? >> i think that's unfair to the utility. i don't wish to be an apologist, however, that is the way rate making works. the utility comes in every so many years and says here are the projects we need to do. i've been through a lot of documents this week. believe me, it's very detailed. here is the timeline we think. and then it's up to them to spend the money appropriately. this is why we need that top 100 list. but, i mean, they are the experts. they are supposed to know what needs to be done. >> but didn't they identify that pipeline as one of the most risky ones, that section of pipe? >> belva: it isn't the money that they get is like a budget. they are given a budget. in this case usually around $2 billion. and they are told go spend it. but it isn't linked actually to a specific project. so i felt it was unfair the press reports that said

chris johns made that pledge yesterday at a san bruno fire house. he says pg&e will spend the next few days working to determine how much money each household will receive. the first checks are set to go out later this week. >> no strings attached. it's theirs to use in any way shape or form that they want. >> we're living in a hotel out of a bag. i think they will come through. i think we can get all the neighbors together and make them come through. >> people living in red tagged homes will receive $50,000. fire victims in yellow tagged homes will get 25,000 and a green tag means a 15,000-dollar check. >>> i'm concerned about making sure there's some means to do automatic valves on closings. in this case it was a manual shut off that had to take place and it was easily an hour after the gas exploded. >> pg&e says there's a simple explain for why workers couldn't shut off the gas line right awas raised. those huge flames and very intense meet made it impossible to get close enough. >>> right now it's 6:07. want to go back and check in on the toll p

chris: welcome back. john, tell me something i don't know. >> i think november 3 will be an ugly day for democrats buti think there will be one bright spo my native state of california where i believe at this point it's risky to say, but i think it's true arena and meg whitman will lose. democrats will win. chris: cnthia? >> president-elect's race to reform plan is in trouble. democrats never have been enthusiastic about it because it calls for firing poorly performing teachers and aggravates the teacher unions but the house take, the republican takes over the house, they'll oppose parts of it as well, especially the part that calls for national standards, republicans like local control. chris: norah? >> the afghan review process does happen in december but people i've spoken with says it is not a review but an evaluation. in other words, there won't be any strategic changes, that it will be more of a fine-tuing of the policy. in other words, the president's goal is still n to get most of our troops out of the
