luke's, no anchor. functionally, it reads as though it is an access point for specialty services provided at cathedral hill or pacific campus. st. luke's operated as a full-service hospital primarily providing charity care for well over 100 years until sudder health took over. st. luke's, this takeover happened a few years ago. instead of using its financial strength to build on the tradition of charity care, sutter and cpmc have been systematically dismantling the charity care that's existed at st. luke's. we're asking that the e.i.r. study the alternative or an alternative to what's presented as alternative 3a., the reason is that there was a demand of the community for st. luke's to stay open and what we're seeing is that there are signs there will be continued dismantling of the charity care and commitment to the southeast neighborhoods and the care that's necessary in those neighborhoods by cpmc. what alternative 3a. does, it shifts services and beds from other campuses to, instead of everything go

luke's. now, cpmc seems to be desperate to provide evidence that some workers somewhere support this project so we've been asked by our supervisors many times over the years to sign these little cards or make some statement that we support the project and of course everybody wants to support their supervisor, they want to make their supervisor happy, but they still haven't gotten that many signatures. so they've gotten the sciu which is a top-down run union, run from washington, d.c., to support them in this effort to try to provide evidence that there are some workers somewhere that support this project. and but sciu hasn't managed to come up with the presentations like the nurses just did. they just have a few of the top leaders saying, we support this, you know, but not a whole line of people. so i want to tell you what happened to me. i was told there was a party across the hall and that they would be serving punch and there would be a raffle, a drawing, and there would be cakeuned ice cr

luke's hospital. the issue we are raising today is specifically related to the permanent jobs that will be created by cpmc's plans for healthcare in san francisco and in particular the permanent jobs of registered nurses. you all may be as alarmed as we are to learn there is evidence of an alleged practice of racial discrimination and discrimination based on national origin against hiring filipino and foreign graduate nurses at st. luke's hospital. through signed declarations by three nurses, managers and supervisors, nursing managers and supervisors, we have learned tadiana corner, vice president of nursing allegedly told these supervisors and managers, "you are not to hire any filipino nurses. the filipinos are always related and know each other and that's not good. you're not to hire them." "it is hard to understand them and be understood by them." "do not hire foreign graduate nurses." these are very qualified nurses who are being discriminated against. when we learned of this in the filipino comm

nbc's luke russert joins us live now from capitol hill to talk about this. luke, with at least one democratic senator indicating that he'll vote against this bill, do the democratess really have the 60 votes they need to move forward? >> right now, thomas, according to sources that i have spoken to, it does not look like democrats have the 60 votes to break the filibuster on this bill. one of the key problems with this, aside from the democratic senator that you mentioned, snowe and collins of maine, two republicans that go on to break filibusters. voted for don't ask don't tell out of committee and both have problems with the parliamentary process and usually when you have a bill of this magnitude sometimes an open amendment process and bring up relevant issues and in this case harry reid is worried that republicans will bring up amendenedments on this bill that can prove to be controversial before an election season. because of him limiting the amendments, snow and collins have cried foul saying they don't want to go through with allowing debate on this vo

nbc news correspondent luke russert is live on capitol hill and, luke, i understand they made a decision this. >> steny hoyer the house majority leader is having a session with reporters as we speak right now and just informed my colleague producer sean thomas that the house will, in fact, stay in session through the end of this week and go through the beginning of next week and might be out before friday, october 1st. the house has not gotten out. there's still a possibility they could leave early and there is some speculation that they might bolt by friday in order for members to go back to their districts and try and save their jobs, essentially, from the democratic side and also the republican side. people on both sides at the end of the day will tell you that they want to go back. republicans and the leadership say they try to escape town and before they dealt with the other problems affecting congress. most importantly, a continuing resolution which would have to be passed by the senate, taken up by the house. that is the entire budget feed of the united states government. chris? >
