the california public utilities commission authorized $2.20 billion on the program.s scheduled to begin deploying meters, smart meters, in san francisco on july 1 of this year. they have received since beginning deployment, in november of 2006, they have deployed a 6.6 million smart meters -- deployed 6.6 million smart meters, and 3.9 of those were installed in 2010. over 1300 pg&e customers filed complaints. there were complaints of largely in the bakersfield and fresno area. the california public utilities commission received so many complaints, and pg&e acknowledged some existence of problems, that they began independent investigation into the accuracy of the pg&e smart meters. the city, a out of concern over complaints that we have already been hearing about, a petition was said into the california public utilities commission and requested that they direct pg&e to suspend deployment in san francisco or to take a pause while the investigation was pursued, so rather than installing and having to take them out and put them in again if there were problems with the me

speaker, and i thank the gentleman from california and the gentlewoman from california. i am proud to author this resolution today, to honor all of the at leets of the 2010 u.s. paralympic team. including my constituent, josh paul, the youngest member of team u.s.a. josh paul of new jersey is a remarkable young man, a real american hero and i am proud to recognize him before the united states congress and the american people. during the paralympic games and every day of the year paralympic athletes like josh demonstrate great american spirit, courage and achievement. i am proud we are able to work in a bipartisan fashion to bring this important measure to the house floor for final consideration. and i am proud of athletes like josh paul. josh was 10 years old when his father first took him to a sled hockey game at the bridgewater, new jersey, arena. soon after, josh began playing localy and showed so much talent that his team manager recommended that he try out for the national team. he took that advice and successfully made the team. now josh is on the ice 11 months out

our keynote speaker is and was the first "lady lawyer" in california. it's true. because when she decided that she wanted to become a lawyer, there was one problem, the law in california didn't allow it. and so she had to change the law, which she did. she also wanted to go to law school right here at hastings college of law but they had a policy that said only men could go do that law school so she sued hastings college of the law and she changed that and she was the first woman to attend hastings law school. and when she got out of law school, there were no jobs. no jobs. because no one would hire women. so what did she do? she became a criminal defense attorney because that was the one place where it didn't matter and she fought harder than a man and that was good enough for her clients and she became one of the top criminal defense attorneys and she practiced right here in san francisco. she also began advocating to change laws. so she changed the law that used to be that in criminal trials throughout the trial you were shackled. you were actually shackled and

this is the 2010 california building code, mechanical code, energy, and so forth. every three years, the state adopts a new code. by law, we are required to use the state code, and we are given authority to amend it based on local conditions, climate, topography. we have done this many times over the years. excuse me come up to 1984, we had our own code. since that time, we have had to take state coach, and by law, we have six months to make local changes and bring them toward to have an effective date of colon with the federal code. in doing your code update every cycle, we develop a code of cycle adoption plan, schedule, and i will point out, we are always on a tight timeframe because the city only gives us six months to make changes. that might be ample time for other jurisdictions, but we have to take the code to through the various subcommittees. i know some of you attended those hearings. we then had in-house staff comment, review, analysis, we have to bring it to the full board, mayor, mandatory 30-day waits -- so we are just always on a tight time frame. of
