ohio secretary of state jennifer brunner says americans need something more concrete. >> lenders are going to check their process, but they're going to come back and they're gonna say "it's ok." do you really think the public is going to believe that? when it was the employees and the agents of the lenders who were carrying out these practices anyway? >> reporter: brunner wants a foreclosure review strike force of private attorneys supervising law students to review foreclosure documents. the program would be paid for by banks and help people who may have been wrongly evicted to recover damages without going to court. >> if the lender's process could be certified-- and the way they would be certified is if they agree to contribute to this fund-- you would actually be working in the existing grooves of the system, keeping things moving, but addressing the problems many people have had over the last few years. >> reporter: analysts expect foreclosure sales to slow until the banks can get their internal controls in order, and no one's sure how long that will take. stephanie dhue, "night

. >> and secretary brunner. >> well, we just learned about a situation of a mcdonald's operator in northeast ohio who put letters in his employee's pay checks saying that if they did not vote for particular candidates, which in this case happened to be republicans, that it could affect their ability to get raises later on. i think the reports are that this was done without knowledge that this clearly violates ohio law. i have just appointed an attorney from northeast ohio, former prosecutor, who is going to be investigating this for me. and we'll be reporting this to the ohio attorney general. there are a lot of folks up in arms about this, as they should be, because an employer cannot attempt to influence his or her employees with to vote for a particular person or against a particular person with the incentive that it could affect their employee benefits in the future. >> for both of you we've heard charges across the country i think that there is voter fraud going on. i feel like after the last couple of elections this has just become sort of the go to excuse even before election day. hav

and joining us now is jennifer brunner, ohio secretary of state.ed an investigation into the specific foreclosure proceedings in her state and carl denyinger author of the "the market ticker" who caught my attention today, with his fiery open letter to california democrats on this very topic. one of the founders of the tea party movement going back to this original issue a few years ago. jennifer, i'll begin with you. can you give us a sense of what you see as the problem on the foreclosure side right now in your own state? >> hi, dylan. i'm the secretary of state of ohio and i license the notaries in my state who notarize documents for instance for some of the home finance companies, the banks that are processing these foreclosure documents. what we're seeing is for instance, eight notaries notarizing 18,000 documents a month. and hearing stories that the notaries filling in information to the document. handing it to the signer. who is actually named as an officer of multiple banks and signing multiple documents to create a chain of title or a lis

. >> jennifer brunner is from ohio. thanks for being with us.52% turnout, and we're wondering how you are doing with early voting in ohio. >> early voting is very popular. the president will be in cleveland today, and we do expect there will be busloads of folks going to the board of elections to votes, and i think the board is prepared for the large number of people but will be doing that. >> with this influx of the early voting, in 2008, one of the main concerns in ohio was the there were long lines at the polls. how are you eat buffet to deal with this, to expedite the process? >> in 2008, there were some lines -- how are you preparing to deal with this, to expedite the process? >> in 2008, there were some lines. we expect that early voting will actually alleviates on election day, and we told them not to expect long lines. >> we heard from colorado that he has already spoken to a number of county clerks, planning for the possibility of a recount. what have you done to make plans for seven or eight competitive house races in ohio? >> there is
