i'm juliette goodrich. crews this morning are on scene of a four-alarm fire at an apartment building in san francisco. anne makovec is at the scene with the latest. good morning, anne. >> reporter: good morning. the fire is out, juliette, but they have a seriously dilapidated building to deal with here on hyde street in between sutter and bush streets. a four-story apartment building has been destroyed. it appears to be gutted. a fire that started on the first floor of the building burnt all the way up to the fourth floor. this happened at around 5:00 a.m. three people have been injured. they are at the hospital here. luckily the hospital is only a block away. they had smoke inhalation and are expected to be okay. but about 50 people have been displaced and are homeless from the looks of it. the red cross is helping them out. two adjacent buildings were also evacuated. and those people will likely be able to return to their homes. >> thank you to the red cross and the firefighters. anne makovec in san franc

. >> reporter: good morning, juliette. the good news this morning, this officer is on the road to recovery after undergoing surgery for a broken leg. this incident happened yesterday morning at 10:30 when the officers spotted a stolen van near the intersection of warm springs and mission boulevard. fremont police say the drive of the van then intentionally accelerated and rammed into the officer pinning the officer underneath the van, fire crews did respond. they had to lift the truck up in order to free the officer. this all occurred in a busy commercial corridor and witnesses described what they saw. >> he was pinned underneath and they had to jack the van to get him underneath. his legs were pinned under the van. >> there was a lot of blood, considering it took them so long to get out. >> now, at about 5:0last night a suspect wanted in connection with this incident at 5:30 last night as arrested on a bart train but we don't know of any charges or if the person who was detained on board that bart train was indeed connect

good morning to you, mark. >> reporter: good morning, juliette. evidence of this fire here at trace elementary school still plainly obvious. you can see the pillar from the burned building which still remains standing. let's take you back to july fifth now. this was the video from the scene. later this morning the san jose fire department will be holding a news conference to release the findings of a three month investigation. the san jose mercury news this morning is reporting that the police department has arrested two teenagers who they believe ignited this fire that gutted the school. it is not known if those teens have any connection to the school. now since the fire, many trace students have been taking classes in portables and also at hoover middle school across the street. that fire caused about $10 million in damage here at trace elementary school. again, later this morning at a news conference we are expecting news of possibly two teenagers under arrest in connection with this suspected arson case. live in san jose, cbs 5. >> mark, thank

good morning to you. >> reporter: good morning, juliette. now, the crews are in fact putting out the hot spots, waiting until daybreak to see if the building is structurally safe enough to go in to investigate the cause of the fire. the three-alarm fire broke out at 11:00 a.m. at tiki tom's restaurant on 29th avenue near the park street bridge. firefighters report no injuries. apparently no one was inside. not only was the restaurant ablaze, a nearby pleasure boat that was tied to the dock also caught fire and sank. to protect the residential complex close by, fire crews brought in a fire boat that hasn't been used in years, decommissioned because of budget cuts but maintained for emergencies like earthquakes. crews say the fire boat helped put out the heavy flames. >> the fire was very intense. first arriving engine company reported full live involved from front to back. so i would say it was very intense. the fire cause is under investigation. no one has been able to get inside to start an investigation. >> reporter: again, the crews are w

good morning to you, mark. >> reporter: good morning, juliette. this morning, caltrain is responding to those reports on the soaring pay for its administrators. a report in the bay area news group papers and analysis by them shows that caltrain pay for administrative expenses rose 14% over the past three years and 58 caltrain managers earn more than $100,000 a year. but caltrain says its budget problems are to some extent responsible for the overall raise in pay because employees are working more time on budget issues with things like community meetings and even media interviews. >> what's happened is that individual employees are billing more time to caltrain. in other words, i work for the san mateo county transit district and the time that i spend doing this interview, i'm going to bill to caltrain. >> reporter: today the caltrain board of directors will meet in san mateo to consider a fare hike and also service cuts. if approved, fares overall will go up 7%. for example, that would hike by 75 cents a one-way trip from san jose to san francisco
