now we have a proposition that says the transportation funds can only be used for transportation and cannot be used to balance the budget. that is good news. unfortunately, the election coupled that good news with proposition 26, which has now turned every user fee into potentially a tax, and raised the bar to a supermajority for getting those things passed. without boring you with the details, i think there are some implications you need to be aware of, especially in regards to the funding deal that was approved as part of the initial budget approval, the one that happened 100 days after the deadline. that budget included a swap where the sales tax oreplaced an excise tax. that was on a simple majority vote for the simple reason that there was a net no change in the amount of revenue generated, but there is a reid already that prop. 26 might change that. it is retroactive for certain measures back to january 1, 2010. it may be necessary for the legislature to reopen that deal and do it on a super majority basis. if it is not able to achieve that, that would mean a significant reduct

we kicked off the san francisco transportation plan this month. as part of that, we hosted a noontime anwebinar, and an evening open house, updating the community on our vision. we are already hearing some interesting comments. our key objectives seem to be on track. a big win for san francisco in the sustainable community strategy -- regional climate grant. the region is of poo poised to e tomorrow millions of dollars in grants, san francisco should be getting $14 million of that. among that, a grant to fund a partnership between the san francisco city agencies and groups of employers. this is a direct follow up to the sar that this board requested. i want to give our director of planning kudos for putting that together and making sure we had a successful set of applications. again, we will keep you posted on the next that's for that. you already heard the chair's comments about this meeting that happened last month. we are coordinating for the next set of meetings for that. the chair is interested in leading an effort with the coalition's and sa

the presentation we heard were always about transportation more generally. they were not just talking about bicycling. they had a holistic view about mobility. they are not anti-car, they certainly love their bicycles, but they are thinking about mobility more broadly. there was reference to a sustainable transportation plan. i think that is what we need. by selling can be an important and perhaps increasing motor transportation. there was also talk about the many benefits of bicycling. they saw the health benefits from a national and city perspective. they also talked about the economic benefits, the productivity benefits, educational. and they really took a much more holistic approach that i think would benefit us here. when talking about increased cycling, president chiu said this, it is also about parking, education, they have robust programs for youth. in one city, they have a bicycle training center where they bring kids from schools and a paddle around different obstacles so that kids can be comfortable being on a bicycle. education to reach our youth
