the invoice and reinspection took place. it was repaired within less than 10 days. commissioner murphy: so she made the repairs as soon as she was aware of them and then mailed it to the housing inspector in july. for some reason, the inspector did not verify those repairs until october. commissioner lee: i think you just made your case that the board of abatement went to the wrong party. commissioner murphy: yes, so i see the present owner -- commissioner walker: and that is what we are looking at. i feel the same way. i feel the order of abatement went to the wrong person, and we did not know. it is not because we made an error. we relied on information in our system, but another entity in our system had not updated it to give us proper, immediate ownership. so the issue for me is a fair notice opportunity. that is what we're looking at, not the facts of anything else. that is for another day commissioner murph. commissioner murphy: if we want to point the finger at anybody, it would be the assessor's office. commissioner lee: why don't we take public comment now.

the california public utilities ared a 20% reduction in pressure until the lines can be reinspected with weak wells. this won't affect residential service and people will be able to heat homes. it's businesses that might see their service reduced. this is all tied to the gas pipeline explosion in san bruno. the past september that killed eight people and destroyed 37 homes. a few day ago it raised questions about the wells on the pipeline that blue up. turns out that some sections were only weld on the outside and not the outside and inside. that is considered safer. regulators reduced pressure in lines like 131 and 153 installed around the same time using similar welding techniques. the pressure must be reduced until the lines are reinspected through a water pressure test, x-rays, cameras and robots. it could take months. pg&e checked the forecast and estimated the levels of demand and based on that information are saying they do not see this reduction in pressure having any effect on residential customers in the south and east bay. it might be businesses who see their service affected.

the property owner indicates they can get all this work done within 30 days and then call for reinspection, staff does not have an issue with that. obviously, up to this point in time, we have not gotten the appropriate movement. i do not know when this litigation started, but they have had plenty of notice. they went to a director's hearing in august, and the officer gave them an additional 20 days at that time. if the board wants to give them 30 more days, our concern would be, in doing so, that the property owner -- that it is clear to the property owner that they will be built to have the department reimbursed for the time it has taken for them to get compliance since it has extended so far beyond the original 30 days. if the board wishes to do that, we do not have a concern with that. if the building is in fact vacant. however, the need to get inside to make the repairs. not only does it impact the occupants, but the neighborhood as well. >> the property owner indicated that he was getting some resistance from the tenants. have you been dealing with the tenants to deal with the inspec
