and we do that at the sba with three tools. i want to mention two of them we haven't talked a lot about today. we have a network of over 14,000 counselors. it's not enough to give small businesses the money they need to do the business plan. they need help, they need mentoring, they need advice to succeed. and we have, i think there was a gentleman from michigan earlier talking about what do you do for mentoring for youth entrepreneurs? we actually have youth entrepreneurship programs. we have special programs we're working on now for high-growth entrepreneurs and entrepreneurial mentor core where we're encouraging successful business people to mentor that next generation. the other thing we do at the sba is we are responsible to make sure that 23% of all government contracts go to small business. that's $100 billion a year. that's the oxygen that small businesses need, particularly in underserved markets, to grow and take that next step. so we think -- and that's a win/win at no cost to the american taxpayer. it's a zero cost

, the broadening expansion of sba lending. it's not enough. the biggest problem is it's a digit too small if you look at the nature of small business across the country and the need for funding. but there are other things that are so important be about this like the lending to cdf. we've got tons of them this california. alternative means of providing credit. and i think by looking at these kinds of things, you're looking at some extraordinary measures that could serve some good. the problem is there's not enough funding. >> anthony, i want to shift gears for a minute and talk -- i've got some cards with questions that were submitted by some in the audience and some who are not here. and one of the ones that intrigued me was this question which said there's now proof that the use of of the personal credit score is a major barrier to lending for some small businesses. what can be done about that? >> well, you know, i'm not sure if i would agree with that, that concept. i know when banks are looking at their lending function and

live outside of the hp pavilion and the south sba quite the sports magnet.ms. >> it seems that way. no secret that there is a possibility that the 49ers and or the oakland a's could move to the south bay. those moves are somewhat complicated by the obvious fact that those teams would need to build venues that cost lots of money. nba franchise is easier because it already exists. the city of san jose came to an understanding with the owners of the pavilion that if an nba franchise moved to the south bay, they would be open to the team playing and sharing the space with the sharks. the councilman said the path is clear for an nba team to move and the sharks said we would become the opportunity to discuss an nba franchise moving here. the next question is, will oracle's ceo be able to get his hands on the cornetts? yesterday at the news conference, he denied offering $450 million for saying it was $350 million. what's not clear is if that was the end of it. it's no secret that he wants a franchise and he tried to buy the warriors, but he had been rebuffed. the

that is where we could partner with the sba and have leveraging and it would be what would work and be good for all and we could get those who needed it to get loans with sba, but still to me the perception is health care is a fear for the small business owner who wants to go out and create more jobs. >> we shift gears. an interesting question from taylor webb who is the congressional intern somewhere in this audience. if you did show up, make your way to the microphone. his question was not about regulators for financial institutions but individual entrepreneurs. in light of the financial crisis the appetite for risk has been reduced at the individual level. what is the best path to encourage individuals to take risks with small business? who wants to take that? >> the entrepreneurship is interesting because people are willing to take risks. that does not seem to have slowed down -- >> you don't think this problem exists? >> this impacts everything. entrepreneurs still rise. if you look at across the nation a lot of businesses are starting. particularly from other communities. growing

to ensure that american indians, alaska natives and native hawaiians continue to have access to the sba's u.k. government contracting program.
