the commission met back in october 2010 at a retreat. during the retreat, we reviewed the mission of the police commission and established these to a greatdeal of discussion and brainstorming. we agreed to setting priorities after a great deal of discussion. we also generative the prioritization of -- generated the prioritization of matters you are holding. we have many items were addressed during the retreat. tonight we are revisiting this to formally adopted, allow public comment, and, of others before adopting it, as well as to propose that we included on our website. -- include it on our website. it was a collective effort by all seven members of the police commission. >> does it have an effective date, so we know it is an official document for using it? is that going to take place? what is going to happen? commissioner kingsley: correct me if this is wrong but -- president mazzucco: we are not allowed to respond to questions during this period commissioner kingsley is being kind to respond. we are going to vote on this this evening. we will vote again when we have a full complement of commissioners. there is an ever-changin -- doc.

the san francisco police department. it was later placed under the direct supervision of the police commission. as an independent agency, independent civilian agency, the office investigates civilian complaints against san francisco police officers for either misconduct or failure to perform a duty. the occ make policy recommendations for the san francisco police department. in california, law enforcement agencies are required to have a mechanism in place to receive complaints from members of the public. the office of citizen complaints performed that function in san francisco. our office is staffed by a diverse group of civilians who have never been san francisco police officers. some of them have been police officers or other law- enforcement officials in other agencies. we have a 35-member staff, the majority of whom are investigators. the balance consists of attorneys and support staff. if our goal to increase the public's trust in law enforcement by being

the jurisdiction of the commission but did not appear on the agenda. >> is there any further public comment this evening? >> members of the commission, san francisco open the government. i have four complaints against the police commission. i a will be honest with you, the whole person in me has always along the lines that at some point someone would have picked up the phone and called me and said that what happened probably is not right. i will not try to explain what happened and i and stand at the message. -- and i understand the message. what i found is that there is never anyone who was really in to make an admission that perhaps they did not act in the best way or take responsibility for their own behavior. one of the things i have always observed is that you can delegate responsibility but you cannot delegate accountability. if i delegate the jobs and it is of their failure and i will have to answer to the fact that i delegated and they failed and what they did. the same thing goes with participating in boards. if it turns out to be a mistake, i think my tendency is simply to a acknowledge that and say i made a mistake and i of learned from the mistake. what i find with the city and the boards is that

the chief of police. the chief than four or -- forwards these nominations to the office of the police commission. then those are sent off to a screening committee. if the awards screening committee approved the nomination, they send it back to the commission office so the awards committee secretary can set up a meeting. this is a meeting of all of the department's captains and command staff where the nominating commanding officer who presented the nomination, while the officer is sitting there, answering questions about what they were thinking, what they were doing. next, by secret ballot, the awards committee votes on whether to award and what grid of metal. finally, they presented to the police commission for final approval. you should be proud of your family members who are here. this is something that every captain looked at before these awards were made. it is a tremendous statement about what these people did to be here tonight that stood up to that kind of betting. -- vetting. at this time, i want to call forward mr. lazard to read the spirits of officer suguitan. >> on saturday generate 23

the san francisco police? >> chief? >> i'm well aware of the bay car tv program and i know for us in order to take possession of the vehicles there is a process the police commission will have to vote in reference to us in reference to getting these particular bake car vehicles but the commission has a part in making that decision. let me tell you something, the reason why that bay car is out there and the reason why undercover officers are out there and the reason why we put purses on park benches, i want the word to get out to anybody who wants to victimize a citizen in the city of san francisco, that if you attempt to get in a car that does not belong to you, if you attempt to steal a purse that does not belong to you or you attempt to rob somebody that is on a bus in the city or county of san francisco, there's a potential that that property belongs to us or there's an undercover officer there. that is the reason why we do that. i want the word to get out that if you're a criminal in this city and you commit a crime, there's a potential you could go to jail and an undercover officer could arrest you. that's the mindset i want out there for people that are comm

the police commission has jurisdiction over cases where the recommended discipline is greater than 10 days of suspension. in addition to disciplinary and policy matters, the office of citizen complaints also provides mediation as an alternative to discipline. last year, we facilitated 63 mediations. this represents 8% of the 812 cases we close last year. the mediation program allows complainant to resolve issues with the accused officer in person in a dispute resolution format. the goal of mediation is to bring involved parties together in an effort to achieve mutual understanding. we have a partnership with community boards and the san francisco bar association to provide a neutral mediator is for our mediation programs. our mediation can be and has been conducted in languages other than english. participation in the program is voluntary and the complainant and the police officer must agree to mediation. i am proud to report that eligible officer participation in our mediation program last year was over 96%. some of that is due to the facilitation that takes place by the san francisc
