the camp -- california high-speed rail authority. the sustainable strategy became another area of significant activity as we entered in phase closely with government and municipal transportation authority. this work will not only bear fruit in the next year as the regional transportation plan for infrastructure and investment strategy begins to reflect san francisco's needs and expectations, as well as its competitive position when it comes to projects that deliver performance by an efficiency in an already compact urban environment. excuse me. i personally spent a significant amount of time working on this issue, reaching out to my colleagues and authorities around the bay area to cultivate the different elements. if this was not enough, we manage to get opportunities in 2010 securing the additional $5 million for san francisco transportation projects in the future. it was our first and only ballot measure to receive the effort. we have finally prepared the authority for the issue that i expect will happen in 2011 with another 100% clean fiscal audit. lots of activity. very rewarding results for everyone here. the pleasure of working with all of you in this collegial manner

the issue of raising revenues for transportation. what we are likely to see, if we are lucky, is hanging on to the amounts of money available currently, authorized currently within the budget for transportation purposes, they are in the vast majority for highway projects. but ithe prospect for the reauthorization of the surface projects act on the six year bill, already very late -- it is several years delayed by the outgoing congress -- because of lack of consensus on revenue sources. it is probably going to have a tough time getting to a final vote this year as well. we are certainly hoping so. the new chairman of the committee has said that he would make this reauthorization a major priority for his committee. i do not doubt that he believes that. the question is that there would be consensus in congress. i am talking about a situation where congress has failed to come to agreement on even a 5 cent increase in a gas tax. so, not an encouraging picture. we will continue our advocacy to try to maintain support for the projects we have in the pipeline. we have major projects to meet support commitment. the one that comes to mind as increasing si

consider looking at some space that we may have access as perhaps our contribution, perhaps, the transportation authority, if they're interested, can figure out if there is money, where appropriate, to spend on that sort of thing. of course, the city's child programs does have some capital dollars, on going, supplemental dollars for operations, subsidies. i just wanted to bring that up because it was not on the agenda. chairman ford: also, in the same vein, director daly, i understand the board of supervisors has passed an ordinance related to local hiring. i would like to see at subsequent meeting, discussion and staff on what impact, if any, it has on the tjpa, in terms of the work that we're doing. i would also ask that we get a full briefing as it relates to small and local business participation. i think it would be important for the public to see what kinds of activities have occurred in that regard to ensure we have small and local business participation, in terms of programs and projects. i think you may be addressing the issue regarding bathrooms in the temporary terminal in your agenda, so that

forms of financing for federal transportation programs and unwillingness to pursue the gas tax increase, so for me, it feels that right now, the transportation authority has had an unprecedented level of attention and dialogue around the study, more than any i have seen in the eight years i have been a member of the authority. so i think part of having that engagement is for me, not supporting moving forward until we have more engagement. i think the attention of the public is there, and i think the opportunity -- we have a member of the state assembly waiting to testify before us today -- i think that individuals who often do not focus on the ta's work are really interested in this, and i do believe that long term, tools like congestion pricing around climate change and government having to take leadership, that those are tools that we are going to see used around california and around the world. i just feel that at this stage, i did not think for me that there is enough by in an understanding. i think there's a lot of uncertainty. i think the situation is still precarious. we have not moved where we hope we would be at this stage, and while i think

i see the executive director of the transportation authority wanted to chime in. good morning. >> let me take a second to welcome -- welcome commissioner wiener to the board as well. i wanted to speak to your question about process, emphasizing the fact that even these small allocations are not simply floating out there. they are part of the five-year program that this committee reviews and approves of a periodic basis. you may recall that there was an entire slew of them over the last nine months. each one has listings of projects. this was one of those in that particular category, the only distinction that we would make is that it was originally listed as mta and is now being done by dpw. that is the clearest picture of the process that we have. a five-year look at what those projects are. in each of the 22 categories, vehicle safety, traffic signals, etc., you get to see those ahead of time. obviously there are variations, but it is an organized process to get you to an outlook for a five-year product. as far as the commissioners comment on 19th avenue, there is

president clyde: so if prop 26 does affect this, i guess, has there been any discussion at the transportation authority about how the transportation authority will deal with this particular report in moving ahead in relationship to prop 26? >> again, because there is no implementation decision at this point of user fees of any kind, it's simply adoption of the report and a decision as to whether or not to continue study, it's my understanding it wouldn't apply. there is no mechanism there. if it does move to further study, that is something that would have to be incorporated into that study and we're obviously tracking the decision from the legislative analyst's office to understand. vice president clyde: i understand doing a report, that prop 26 doesn't affect doing a report. it's about who is implementing the fee and who is the decision-making body for implementing the fee. >> yes. commissioner dooley: you're saying then that the estimates are that you won't know for another year whether prop 26 will effect who makes the decision on implementing such a fee? >> we won't know until the legislative anal

the congestion pricing study, the transportation authority board unanimously approved the final report. excuse me. the board unanimously approved the report and voted to approve additional studies. that means there will be additional studies being undertaken for the congestion pricing. they did exclude the southern gateway scenario of what is to be considered. then we have our city commissioner voted on by the board of supervisors as the interim mayor. i anticipate that will be ratified tomorrow. of course we would like to welcome our new supervisors. i also would like to congratulate jocelyn came for her appointment to the executive director for the entertainment commission. a couple of final calendar items. a very 17, the small business network and the council of district merchants will be hosting their joint event at the mint. it is to meet the mayor and the supervisors. small business week is may 16 thru 21. that saturday is the shop your neighborhood. i would like to think commissioner adams for his willingness to be decommissioned appointee for sitting on the small business week

wondering if we could get something out in the terms of when we get a performance audit of the transportation authority taking place. >> 24 the question. this came out of the finance committee meeting. i believe that the authority chair asked the same question. scheduled for april so that we can conclude with the other report. that will be happening and you will of course be receiving a draft scope to initiate that process. >> i would imagine that every member of the authority would be able to make suggestions? >> absolutely. of course, the process and the contractor will come to the full board for approval. the ultimate ability to look at the scope of the audit. supervisor campos: i would like to see that we moved expeditiously to make sure that this agency is subjected to that same review. >> that has been my understanding from the start. this will be the second such audit that the agency has. the first one happened almost one decade ago. supervisor mirkarimi: to that point in your reference, commissioner, i want to make sure that we are on the right path for the audit of the mta as the commission is
