dr. marshall said, he's still confused -- >> i want to know what we're going to vote on. >> so i'm doing -- two other comments and then i'll suggest what i suggest as our resolution tine. i'm asking about your proposal. if we were to vote tonight to authorize you to investigate tasers and other less lethal means together with commissioners and in 30 days we voted would you envision coming back in 30 days with proposed guidelines or would that be six months? >> i'd come back in 30 days or 60 days and say i've looked at other weapons, i've decided to go out and look at the -- continue to look at the c.e.d. proposal or come back with another proposal. i think what needs to be said here, the officers sitting in this room here i trust. the responsibility for the implementation and the training and the use of force policy and all these things rest on my shoulders. it would be easy for me just to say, i don't want to deal with tasers and walk away from it. but the responsibility is if the taze service used by one of my officers i'm going to be held responsible. there isn't a commissioner on thi

dr. marshall? vice president marshall: just a point of clarification. you are proposing a possible change in this proposal as written. i hear you are going to make the proposal after hearing from -- you are just previewing your proposal? i just wanted to make sure. >> i am asking for commission -- for permission to go back and look at legal options, including the -- to look at less lethal options, including the taser. i want to have community involvement. among stakeholders to be part of that. i think it will take me 30 days to come back with a specific weapon. it could take between six and 12 months to come back with a plan for that weapon. all i am asking for is commission to go back and research the feasibility of looking for a less lethal weapon, including the implementation for the taser. [applause] i have brought commander dan mahoney. he is going to guide the department presentation, what the issues are we are dealing with, and our goals for the remainder of the evening. we are going to have a real-live scenario played out in front of everyone he

dr. marshall had a comment on the commission's actions. commissioner marshall: i will say this. the commission obviously to these matters very, very seriously. we deliberated for a while, and we went back and forth. what we should do here. let me say that in the end, your job was scared. -- scared. -- spared. this is the second one of these cases that i have sat through. this in a video case. -- and a video case. i just want to say that the damage that we think these cases ever done to both the department and the image of the city of san francisco are not to be taken lightly, and we want to convey that to the department and to the citizens of the city and county of san francisco. we want to convey that to you. obviously, moving forward, your job is spared. and we hope that when you come back, you will conduct yourself. in light of this, we would like the other members of the department to do so. we wish you good luck. we hope this is not an onus on you at all. secretary -- commissioner: do we need anything else? do i have a motion for nondisclosure? any objection? hearing none,

dr. marshall out a little bit. what exactly do you do to de-escalate. let's give an example. someone in this room is holding a knife and they are suffering from a mental health issue, what would you say to them, major? >> when an officer is faced with a challenging situation, we want to make sure we are representing body language and verbage that would suggest or indicate that we're there to help the individual. understanding an individual that may be holding a knife may not necessarily mean that that person is wanting to hurt the officer. because of the severity of the illness, it may be perceiving that the officer is trying to hurt that individual. so understanding that the officer is afforded the opportunity to slow things down, to use slow speech, to even introduce themselves, and to often -- and to offer, asking their names. a culture we call, when we meet someone, you want to say, hi, my name is joe or sam. my name is officer cochran. could you give me your name. it could be as simple as saying, it looks like you are having a really tough time right now. it looks like y

dr. marshall is right, what brings us here is that it is happening a lot right now, and that is because either our training is wrong or perhaps we have had a rash of extraordinary incidents, and so, when i see those kinds of statistics after the research you have done, both in officers being injured, which means a lot to us, and it ought to be a lot to everybody, and that people are being hurt less and shot less, that is a winner, so it is powerful, extraordinary, and that is what made me invest myself even more in this process. i have a couple of questions and then some comments. have the response times been negatively impacted? >> it is interesting, mr. supervisor. we have not found matt as a complaint. if they need additional time, they can take it, but we have not seen an additional impact with capacity, so i will be honest. we will look at supervisor responses. >> i just want to say he is correct on that. the level of performance we would give up would be very marginal, as of his or her particular area over to another area. that marginal delay of the officer in linking up with the other o
