frank perdue from montague. >> good afternoon. i will cover a few of the affected -- president vietor: if you would not mind introducing yourself. >> frank perdue from montague and associates. i will talk about the objectives of the study and what we set out to do in the results of the study. i also want to provide a few points that were already mentioned by mr. rydstrom about the quality of the utility and its costs compared with other utilities. with regard to objectives, the first step really is to establish the total costs of the power enterprise. we developed a model to address that. secondly, it is to allocate those costs to customer groups and categories. part of that process is using a revenue requirement model, what we call an enterprise model. we look at the whole power enterprise, its production cost, its financial cost, and understand the drivers of those costs. we feel in our work it is important to stress the cost and revenues. we work with power enterprise to do that. when i say we stress test revenues and costs, i

i'm bev perdue from north carolina. it was refreshing for me to spend this morning with the fellow governors and the president and the vice president where we focused on things that are critical to each of us as state leaders. it starts with jobs. our people have got to have jobs and go back to work. we talked about capital access. we talked bin from a structure. we talked about rules and regulations, all the things that are real to working americans across this state and country. then we focused on what the great job creator is. and long-term, you all know that's education. about the capacity of our folks across america to understand that the investment in education from preschool all the way through the university is actually synonymous with a healthy and vibrant global economy. so, yes, in america we do intend to win the future. we're going to win the future by putting our people back to work. jobs, jobs, and more jobs. by educating and offering folks who are out of jobs an opportunity to go back to the community col

the college that i went to, perdue, everyone that those of their -- purdue, they have to take a speech course. is there something that kids who come here have to do that is unique to smu? >> i do not know of any particular course requirement. we have some differences and provide the opportunities for students to get a unique experience. we have some fairly unique programs. we have won the masters programs in digital game development in the country, and one of the first. in that community, and means a lot. within our undergraduate programs, research opportunities that kids did not have as undergraduates must places because of their size or wherever else. i think the leadership opportunities that we have heard just enormous from being on our board, being on committees, and various things. more schools have added that bonn, but when smu started, there was not a board that every school. those types of opportunities in some are fairly unique to smu. >> bayh use the two words "death penalty clause "what does that mean to you? -- if i use the two words "death penalty," what does that mean? >>

governor perdue has actually done very well. i believe in free trade and less concerned about the concerns that the young man raised. i think that we should try to promote american goods and services around the world. if there is not a balanced playing field, that is certainly an issue for the federal government. free and fair trade, if i can expand markets for these products, i will try to do it. >> we have a question right here. >> good morning, governor. i am a defense contractor in arlington, virginia. my question was about impending defense cuts and how it will affect the state of virginia. all, thank you for your work in that area. we have some of the greatest military on the planet. young men and young women doing a marvelous work, job around the globe. virginia is the home of the united states military. yes, the federal government makes enormous investments in virginia. i applaud that. we have $14 trillion that is not sustainable in national debt and it is immoral when we put that on our kids. every branch of the federal

the federal government does require you to do some things perdue must register for the military and submit a tax form and allow census form and serve on a jury. the existence and nature of these duties illuminates the truly extraordinary and objectionable major of the individual insurance mandate. each of these duties is inherent in being a citizen of the united states. each is necessary for the operation of the government itself. each has traditionally been recognized. in the united states, sovereignty rests with the people. if congress can mandate that you do anything that is convenient to its regulation of the national economy, that relationship is now reversed. congress would have all the discretionary power of a king and the american people would be reduced to its subject. the mandates defenders claim that because congress has the power to draft to into the military called it has the power to make do anything less than that including mandating that you send your money to a private company and a business with it for the rest of your life. this simply does not follow. the greater power
