that's why in december of 2010, 280 groups, including the american heart association, the american lung association, the american public health association, and others sent a letter urging the congress to reject any measure that would block or delay the united states environmental protection agency from doing its job to protect all americans from life-threatening air pollution. the irresponsible republican spending bill is not the place to legislate these types of changes. these policy changes should not be made in this sort of process. the clean air act is promoting innovation and breaking american oil dependence but republicans would give big polluters a loophole to roll back our clean energy progress and continue our addiction to foreign oil. the clean air act is good for our economy. many studies have shown the clean air act's economic benefits to far exceed any costs associated with the law. by as much as a 40-1 ratio. as president obama so eloquently spoke of in his state of the union address, we must out-innovate, out-educate, and out-build our global competitors to build the fut

ozone levels in riverside county the second worst in the country last year according to the american lung association> yes, everyone is concerned about the environment out here. especially, you know, the pollution and what we get especially in the summertime. >> reporter: his company comes to the rescue. they feature what they call smog-eating tiles on the roof. >> it's so cool the technology. >> reporter: he says these tiles have a coating engineered in germany and italy that absorbs nitrogen oxide which we produce driving our cars. when sunlight hits the tile, the catalyst speeds up the process and eventually the rain washes the residue off the roof. >> any danger to kids or animals? >> no, nothing. this company has been using this for years. they tell us it's a proven product. it's been used in germany for over a decade. >> reporter: this model home is about 2,000 square feet. he says over one year smog eating tile on a house this size destroys the amount of nitrogen oxide produced by a car driven almost 11,000 miles. the smog eating tile is standard on some models and available for 600 to $800 as

a report released by the american lung association reported nearly 60% of americans live in areas where air pollution has reached unhealthy levels that can and does make people sick. yet we're standing here on the house floor arguing against job-privileging measures, measures that will keep us alive and able to work, measures that will create jobs in clean and green industrial areas. as al gore said in 2005, it is now clear that we face a deepening global climate crisis that requires to act only quickly and wisely. attacks on the clean air act and the e.p.a.'s ability to regulate green houths gases are a huge -- greenhouse gases are a huge piece of the larger climate crisis, a crisis that has a hefty corks our health and our lives -- cost, our health and our lives. mr. tonko: thank you for your perspective on this important discussion. when you talk about the statistics, when we talk about an attack on public health standards, which this is, it's done to enhance the opportunities for lobbyists, for special interests, for deep pockets of the oil industry, whereas they want to avoid that

the american lung association, american public health association and thousands of doctors and nurses and other public health provesals support e.p.a.'s action on this public health threat but this amendment bars from them acting and carrying it from acting. power plants and refineries need to make sure that they have taken reasonable steps to reduce their carbon pollution, because it's easier to control pollution from the beginning, the point where a facility is being built rather than waiting and trying to retrofit it after it has been constructed. and all e.p.a. is asking that these large new facilities be energy efficient, they can meet the standard if they meet energy efficiency standards. the poe amendment would prevent from implementing this requirement to protect the public health from the dangerous sources of carbon pollution. e.p.a. plans to set standards for the two sources for power plants and oil refineries. this amendment would prevent e.p.a. from even proposing these standards and those standards are really a limitation on what they could and i think should be doing in

the dirty air act because if they pass it, that's what we'll get is dirty air. americans, i want to warn my colleagues, a poll distributed by the american lung association shows americans are adamantly opposed to this amendment. they know we want clean air. they know we don't want more children's asthma. we have to defeat this amendment. keep the clean air act the law of this country. the speaker pro tempore: for what purpose does the gentleman from minnesota rise? without objection, you are recognized for one minute. mr. walz: mr. speaker, listen to the people. kinder garten teachers, not a group -- kindergarten teachers, not a group easily lyle riled, are among 30,000 of their neighbors in wisconsin in the state capitol. the audacity of their demand, the ability to find a living wage, dignified retirement. they make our public safe and functioning at an average wage of $30,000 a year. they did not cause the financial catastrophe in this country. that was the speculators and robber barrons who received billions in tarp funds then outsourced it to avoid paying taxes. the folks in wisconsin rallying, teach our children to read. in a time of astroturf rallies, i urge all

clean air act has saved the united states trillions of dollars by keeping americans out of hospitals, in schools and in the work force. the nonpartisan american lung association estimates in 2010 alone it saved over 160,000 lives. mr. cohen: bedi despite saves lives and trillions of dollars the last 40 years, the republican majority claims this legislation is destroying the american economy. they believe that act must be repealed so big oil and corporate polluters can no longer be held responsible for destroying our air and endangering public health. if republican efforts to repeal the e.p.a.'s clean air act authority are successful, we will return to a time when every breath you take will endanger your life. history proves republican claims -- disproves republican claims and illustrates that the clean air act saves lives, create jobs and saves the governments tens of trillions of dollars. but apparently these facts that richard nixon understood do not matter. thank you, madam speaker. the speaker pro tempore: the gentleman yields back. for what purpose does the gentleman from california rise? the gentleman from indiana. mr. burton: i ask unanimous consent to
