kiet, good morning. >>> reporter: good morning. we are live along the los alamitos creek trail in south san jose where it all began a year and a half ago where beverly head got into a freak accident and died when she got tangled up with two dogs who were on the end of long leashes. later today, the san jose city council is expected to approve a new set of laws to shorten leashes and stiffen penalties. this comes after more than a year of community meetings and studies about the issue. beverly head got tangled up in the leashes with those two siberian huskies. she fell over and then died from her injuries the next day. the victim's husband had wanted the city ban all dogs from riding along side bikers and in fact he wanted to ban all bikes from sharing trails with dogs. the city did not go to that extreme but said it tried to find a balance in its new rules, which include a 6-foot leash maximum down from the current maximum of 20 feet. the first offense would be a warning followed by a $100 and $200 for the second and third offense.
