kiet, good morning. >> reporter: good morning, sydnie. we're live here at the wal-mart on rosewood in pleasanton where at 3 a.m., pleasanton police found that toddler wandering in this parking lot barefoot wearing a size 4 diaper and thomas the train pajamas. we have a photo of him released by the pleasanton police department. at that point they tried to figure out how the heck he got here. at 3:00 that happened and then at 6:00, they actual his got a call from a frantic mother from an apartment complex nearby saying that she was missing her son. they put two and two together and figured that they had who they were looking for. so we have actually done a quick search of the area and it looks like there is an apartment complex across the street and the closest ones actually nearby. you have to cross major intersections to get to this wal-mart parking lot. so again, police are trying to figure out how the 2 to 3-year- old boy got to this location here in the middle of the night. we'll be probably going to the police department later on toda

kiet, good morning. >>> reporter: good morning. we are live along the los alamitos creek trail in south san jose where it all began a year and a half ago where beverly head got into a freak accident and died when she got tangled up with two dogs who were on the end of long leashes. later today, the san jose city council is expected to approve a new set of laws to shorten leashes and stiffen penalties. this comes after more than a year of community meetings and studies about the issue. beverly head got tangled up in the leashes with those two siberian huskies. she fell over and then died from her injuries the next day. the victim's husband had wanted the city ban all dogs from riding along side bikers and in fact he wanted to ban all bikes from sharing trails with dogs. the city did not go to that extreme but said it tried to find a balance in its new rules, which include a 6-foot leash maximum down from the current maximum of 20 feet. the first offense would be a warning followed by a $100 and $200 for the second and third offense.
