ms. rodgers to come up, in case we have questions. the developer raised some concerns. could you walk us through the process they would have to go through for the special use district and changes to address their concerns? >> yes, we could. maybe if i could just back up a little bit. when the commission heard the neighbors say that they wanted the controls extended in this area, the president of the commission and our director met with a good number of people. easily over half a dozen to a dozen representatives. at that time, we scripted out what we could do and how much time it would take. it was clear that the residents wanted something that would go forward quickly. it was clear that our department has spent literally millions of dollars on a 10-year effort, and we did not have an additional resources for another community- planning process in this area. with those demands and limitations in mind, the ordinance before you was crafted to apply as many controls as possible without triggering possibly a time-consuming environmental review. what happens is you have many

ms. rodgers from planning. >> good afternoon, supervisors.e of legislation is a little bit different than the last one. whereas the last one was a specific, targeted piece of legislation, the piece of legislation before you now is broader and bolder and raises the bar for design in the city. the proposed ordinance is amended or repealed in 28 separate portions of the planning code, and each is described in the materials before you. we went over this in some detail at the planning commission hearing. i will give you an overview now. i would summarize the proposal as helping to regulate the ball standards in building codes in the city by counting parking towards f.a.r. limits. it also works to limit the appearance and dominance of garages. it would require that new large parking facilities be constructed in a way to be more easily converted in the future. establishes ground floor controls in industrial districts, which we did not have previously. it removes parking minimum requirements. it allows for the zoning administrator to reduce parking r

mcmorris rodgers: i come to the floor in support of this legislation because business owners in southwest washington sent me here to clear the runway to start gring and hiring more people. ms. butler: i know a restaurant owner in vancouver and a -- ms. herrera beutler: i'd rather have them focusing on opening a new franchise or offering services to patients, being successful entrepreneurs than spending time reacting to the mountains of paperwork they're going to owe the i.r.s. my entire region in southwest washington has been suffering under double digit unemployment for multiple years. in my district's largest county, clark county, the jobless rate hovers between 13% and 14%, and that's reported. dollar lot of people who have stopped reporting. i know we're not unique. the entire country is depending on congress to make job creation a serious priority and by passing this bill today, we're showing the people of southwest washington and across america that we're taking them very seriously. as i meet with small business owners in my dict they express two major sentiments to me over and over again. fear and uncertainty. they're afraid and uncertain about what this government
