terry mcsweeney is live at the jail in dublin. terry?> a short while ago i was talking to an inmate released from this jail just a short time ago. and he was telling me what happened out here, what apparently happened yesterday is impossible. he said get out of the jail, an inmate has to go through a minimum of five locked doors. every single one has to be unlocked by a guard. the first that alameda county sheriff deputies are looking for this morning. this is ishmael cessna. he is out this morning and shouldn't be. sergeant j. d. nelson says he cannot remember this ever happening out here before. coming back from a fremont court appearance 6:00 last evening, got himself somehow to where the inmates are released and got through those locked doors to freedom. cessna was noticed missing about 11:00 last night. >> it was crazy. i mean, a sheriff came in, woke everybody up, start countin' heads like two or three times. all night. >> cessna also goes by the name of ishmael ramirez. 5-6, 140 pounds. call your local p. d. they would like to see

terry mcsweeney has the latest for us. >> reporter: walking around down here.gh, two to three feet high down capitola around 4:30. it seemed to pick its target the one store would be hit, even though sandbags and next store, not touched at all. other stores down the avenue damaged to different degrees. take a look at the water as it came down the streets yesterday here in capitola, about 4:30 between two to three feet high surging down the avenue from a broken drainage pipe running from the creek to the mobile home park. they were hit hard. 30 mobile homes damaged and two were destroyed. good news nobody was injured. water came down the avenue, gutted a police station. it got into dozens of businesses yuiz this morning getting ready to start cleaning the mud off the street on capitola avenue and to where i am on san jose avenue. take a look at another problem down here. this is what the situation looked like scotts valley. hillsides coming down but in that particular case, no one was injured. there were evacuations over in sultan but they were voluntary. not ev

our terry mcsweeney is live in pacifica. terry, what's going on there? >> here pacifica pier, everything looks about normal. it's going to be some hours before we see what happens here. san mateo as you mentioned opening up five shelters from half moon bay and atascadero all the way up to pacifica. we were up at oceana high school and there were dozens from all over san mateo county. you can see some of the pictures right there. san bruno police, pacifica obviously, brisbane, burlingame, hillsboro, police officers all preparing to, if need be, drive along the low-lying areas while you're in pacifica on down towards atascadero. now it's over a loud speaker that there is time for evacuates. so far what has happened, i was talking to a gentleman at pacifica pier. he received a reverse 9-1-1 call this morning and he thought it said to evacuate. then he called pacifica police and they said, no, it was just a warning saying that if you want to, you can. it's voluntary but there is a tsunami and he was told to keep an eye on hawaii and if something goes on in h

terry mcsweeney, abc 7 news. >> terry, thanks a lot. san francisco begins a new permit process.he popular food trucks. but not everyone is jumping on the food wagon. >> kristen, there's actually a little disappointment. there's about 15 people waiting in this line and some here are questioning whether they really needed to camp out all weekend in the rain and the cold. but this is the first opportunity to get new permits for food trucks and they're going to be a lot cheaper. it used to cost $10,000 to get one. it used to be a real nightmare to get a permit but the supervisors passed legislation to make it easier. the vendors know how unpopular they are for restaurants. those that camped out did get here because they recognized it was a golden opportunity. >> we didn't think this would happen because the brick and mortar restaurants, the economy, here getting less and less business. worse timing than to have small business and more overhead to compete with the same customers. i'm shocked and i think everybody because of those variables there would be a hundred people here. >> the

live, terry mcsweeney abc 7 news.eld, and the rumor is she's trying to get into the truck business in san francisco. anything to that rumor? >> it would be fun, terry. i don't think i'm tough enough to do it. we're at the department of public works and they've been camped out all weekend long. they said it was wet and freezing this weekend. there's a little regret out here. only about 15 people in line. vendors thought there would be hundreds of people here so they're wondering if they really needed to camp out but being in front of the line will give them the advantage of choosing the location for their truck so they're hoping to hold on to that spot for years so they're thinking camping out will be worth it. the permit process has been revamped in san francisco. this is the first to get permits under this new system. these permits will be much cheaper and easier to get. even though the restaurants don't really like these trucks and the competition, complaining won't be enough to get rid of them. now there's a public

terry mcsweeney is live in san francisco international with the cause and effect. terry?> well, the cause, according to the airlines, is the increase in fuel prices worldwide. some consumer groups would disagree on that. are prices going to go up, then come down? they don't know exactly what to do. take a look at pictures of san francisco international airport. american, delta, united, continental and u.s. airways all increased fares by between 10 and $20 per trip, depending on that trip. and that is just this week. keep in mind southwest, jet blue and air tran did not increase prices. also keep in mind that airlines sometimes boost prices one day, drop 'em the next. last week fares jumped $20 only to be reduced to $10 a couple days later. airlines are getting pretty darn close to the point where leisure travelers are going to be staying at home. but so far u.s. airways says february travel was strong and offset increased costs. they're talking about fuel prices, the second highest price ever for the month of march. the question that travelers have: what can we do to try

what's driving it, terry?> the past two weeks the average price of a gallon of regular gas has jumped 33 cents a gallon. in san francisco right now, the average is $3.94. here at the shell station in south san francisco, it's only $3.89. when you're saying only $3.89, you know you got high gas prices. take a look at the pictures we have of the gas prices, people pumping it and they're not happy about it. says the price hike is the second biggest ever right behind what happened after hurricane "katrina." so the national average, $3.51. it might dip into the emergency oil reserves. people are just tired of dipping farther into their bank accounts. >> used to have had a huge truck. i spend like once per month, $600. it had been like $1,000, $700 a month. yeah, so too much money. >> the evidence behind the higher gas prices is global economics. we've all heard about the civil war in libya and how that is impacting the price of gas. here's how exactly that works. that country only produces about 3% of u.s. crude, b

terry mcsweeney is live at the jail in dublin with the story. terry?> 21-year-old returned to jail yesterday about 6 p.m. after a court hearing in fremont 11:00 last night. he was gone. where did he go, how did he get out of here? was it as easy as it sounds, that he walked away? take a look at the person we are talking about. he was up on charges of stolen car and pursuit. sergeant j. d. nelson of the sheriff's department says he goes by the name of ishmael ramirez. he made it to the place in the jail where inmates are released. the sheriff's office wants to know if it's human error or error in the jail design. he can't remember anybody just walking away from the jail. some have gotten out because of a mistake in paperwork but not just walked away. about 5-6, about 140 pounds. when he walked out of here, he was wearing a gray sweatshirt. sergeant nelson says if anybody has seen mr. cessna, call any law enforcement agency. they would all like to bring him back to sant anita jail. >> officers arrested seven people who refused to leave a campus building

terry mcsweeney is live at the county jail on 7th street with the latest fallout. terry?> just yesterday afternoon the judge ordered 42 additional inmates released. the number could be in the hundreds before this is all said and done and all of this because of surveillance video that apparently caught police doing what they should not have been doing. take a look at some of that video that we've been talking about that started this whole thing. officers allegedly without warrants and failing to properly identify themselves before illegally searching the apartment, mostly in the south of market area. police report in some cases not matching up with what the video shows. 56 cases dropped so far, most drug cases, although some did involve weapons and grand theft. here's one of the people unexpectedly gaining his freedom. >> the case dismissed due to the scandal of the police officers. he said your case is dismissed. >> so you're out. >> i'm out. >> you're going to make sure everybody is retrained in search and seizure issues. retrain everybody in plainclothes separations. >>
