you will see the results and the city will be more beautiful. if you do feel that excess of graffiti might be creating unfair hardships for you, you can ask for help. if you would like to request a hearing to explain your situation, to air your complaints, you may write to the director of public works. where is he? ed still around? by the way, call the telephone number. call the telephone number on the graffiti notice of violation. you can get more information and possibly get a hearing. that is the advice for two of you. the homeowner and the business operator. let's turn to many of you in san francisco. a lot of them are here called renters. here's what to do. if you see any graffiti on your rental property, make sure your landlord hears about it quickly. it is their responsibility to clean it up and the property owner will also want to report that vandalism. you might have as a renter a good enough relationship with your landlord to actually help by even taking pictures and help cleaning up the graffiti. make sure you are in touch with them.

[applause] >> thank you, fred. thank you. i must tell you, we are all working hard to put together this conference. it has been exciting because we got to work with so many people. it was through organizing this conference that i got to meet fred and talk to him about our program. i have met all kinds of different people i would not have met. the same thing happens as we take on the fight to eradicate all of this graffiti in our neighborhoods. it is my pleasure to introduce someone who i have worked with since i started my career with the city. i consider him my mentor because he was art director, but also someone who really cares a lot about our community, someone who has worked through the neighborhoods of san francisco, but has mentored me and taught me how to work with people, how to listen to people, and how to

to come here at the age of sit -- at the age of 20 and to see the beautiful city that we have. this was really something that was part of my experience. my first impression was that -- was something i would never forget. i visited the huntington library gardens in pasadena. this is something that is much more intimate of and experience. that had a major impact on why i feel people are drawn to this city and really enjoy what we have for the rack and parks facilities. i know that we have had many people who will be talking about the fee. i and a stand why everyone is here and wanting to protect the services that are here. i do believe that we have a solution. we can use a portion of the proceeds from the real estate transfer tax. we can move forward without the fee in years to come. there were many people who work on this transfer tax. many people who are proponents of getting rid of the sea, proponents of the free botanical garden have to recognize their work. -- many people who are proponents of getting rid of the feed -- the fee. there was a lot of work to make sure that we c

really undermines some of the values of san francisco because we're blessed to be such a naturally beautiful city and the city has such beautiful people, and to have the environments that children go to school in or seniors ride muni on or people come out and see on their own houses and properties to see this blight affixed to this is really a way of making someone a second class san franciscan. i think that's intolerable. i want to say that i authored legislation at the board of supervisors which required that whenever a city replaces a street sign that has been tagged, that it had to be replaced with a sign that had graffiti sheeting on it. it had been a situation where we were not doing that because of the additional cost and it seemed to me unwise that we would make that investment and take the time and invest in the labor to replace that sign and not to make sure that it was more protected than the sign than existed before it. i chair the san francisco county transportation authority, which administered the half cent sales tax. it does everything from planning and building the central subway

complimenting the beautiful city that was behind them. hey completed beautiful homes with picket fences. that was then, this is now. 15 years ago we came dangerously close to losing one of the most prominent structures. the fort almost fell to the wreckers ball once when the golden bridge was built. they were going to tear it down. however chief engineer for the golden gate bridge project joseph strauss still admired the old fort, he instead put the anchorages right above it. >>> in recent years, archaeologists have found a treasure-trove of artifacts at the presido. >>> this section of the presidio is the oldest section of what would become san francisco. established as a spanish fort in 1776. during the civil war, union soldiers stood here ready to defend the coast against a confederate invasion. volunteer diggers, mostly college students with an interest in archaeology have found thousands of artifacts, ranging from spoons to coke bottles in what used to be the soldiers backyard. >> did they farm locally, what were their diets like and

this is a beautiful, beautiful city and d-4 and d-7 are jewels of the city. and i ask you to boldly, because i know budget cuts are hard, but it's going to be 10 times harder when you take away services from the seniors. when you cut back the nutrition program, case management program, activities, we only have one senior center thanks to mr. ginsburg. we're partners with park and rec for the past 20 years but with the budget cut i'm afraid we may have to stop paying rent. i'm here to ask mr. ginsburg to keep our partnership in tact. because as a city, the department of aging tried to cut back services for the seniors. any rent increase for south sunset center, any cut back of the nutritious meals will send a lot of our seniors out on the streets again with nowhere to go. so, mayor, thanks for your budget principle of safety, providing essential services is one of those safety principles and we ask you to please protect our population. thank you. >> i get the great pleasure of responding to that one. i want to thank you and south health for the elderly, a perf

i think many of us in this room who want our city to be beautiful, who want our city to be safe understands the theory of the broken window applies here, which means that when there are things in our neighborhoods like broken windows, or graffiti or trash that these are all indicators to some degree of a community that is not taking care of itself, that is not policing itself, that is not protecting ourselves, and again, i thank you for being part of an effort to do all of those things. i also know as someone who has worked on this issue of graffiti for much of the last 10 years that it takes a village to deal with this problem. and i want to thank everyone who is here, starting first with d.p.w., and our private owners who actually have to clean up the mess once they're made. to our members of law enforcement who have been struggling in recent years to really tackle this problem. i was a prosecutor actually with paul henderson 10 years ago in the d.a.'s office. at that time, it was often very difficult to excite police officers to investigate graffiti incidents. it was difficult to want to
