future and in the end we're going to be likely both to get the election of president obama and a democratic house and senate as a consequence and to ultimately get a plan for a budget that reduces the deficit and allows us to to win the future and will have a real budget and treasure again i mean is the bottom line how do you respond to those cynics i've been hearing from them in droves. who who say that. you know with health care for example nothing is ever enough but it goes even beyond that that it it almost seems at times that president obama first a go she it's with himself down to his bottom line position and then he goes to the republicans and says ok let's split. and as you know. what do you think the chances are here that whether it's because he's running for reelection now as the republicans are alleging or because the you know we're looking at the probability of a double dip recession or the possibility or whatever for whatever reason that that something that you know he's going to hold fast on this one i think the odds are are better that he will hold fast on the number of things he's

one of my colleagues ran into a house democrat i cannot name, but he said the epa is not going to be happy. but just now, majority leader harry reid said there would be no epa riders whatsoever and said the white house assured him of that. >> i have no idea how this will come out. i believe that in order to get a bill passed and get any democratic support, most of these riders are going to have to go because they are too controversial. as i said, on the great work, we can do that one. that has been worked out with the environmental team, but the others need to be worked out. >> boehner's people said there has to be more than that. are we facing a catch-22 where a bill that can get republican support cannot be signed by the president but a bill that would be signed by the president will let get enough support? >> i hope not. i do not want to see the government shut down. i think it will be difficult to get people to vote for another continuing resolution unless they are confident that an agreement is in place and we just need a couple more days to finish. >> do you think that is a like

joining us now is democratic minority leader from the ohio house of representatives, armand budish. thank you for being here. >> it's my pleasure. thanks for having me. >> it seems from a national perspective that democrats and the democratic base are getting really fired up by what republican legislators and governors are doing in the states. what can you describe to this national audience about the mood in ohio right now? >> the mood is angry. the mood is somewhat fearful but very angry because people in ohio are understanding what's happening. senate bill 5 decimates, decimates collective bargaining. and i don't really get it. collective bargaining. that's people coming together and negotiating with their employer. it levels the playing field. it's basic fairness. and that is being stripped away. and people are getting it. and people are understanding what the impact of that's going to be. especially combined with the 7, 8 billion dollars of cuts that this governor is now proposing in his budget. and he's putting the cuts on local governments and on schools. most of that money is

at that time we had a republican house, republican senate, and a democrat president. then if you notice, looking at the bottom, that we had a republican congress and a republican president and we had the beginning of a series of deficits, $158 billion in f.y. 2002 which is immediately after 9/11 and the ramp up as a result of our efforts to protect americans from terrorism. then we go to f.y. 2003, 2004, 2005, 2006, and 2007 you can see how the deficits have increased to a peak of $413 billion. then the republicans start getting things back under control. $161 billion is the deficit that america suffered in f.y. 2007. that's not good. matter of fact one of the reasons i was dissatisfied with the george bush administration is because of these deficits. but let's look at what happened after the elections in november of 2006 in which nancy pelosi became house speaker and harry reid became majority leader of the united states senate. these deficits which we were getting under control in f.y. 2008, $459 billion, in f.y. 2009 we almost go off the chart, $1.4 trillion. then

house as well. the last cr we had -- 85 democrats came on. as they work through negotiations over the next week, they will be thinking about the fact that the last cr, bid 53 extra votes. it is all about 218 in the house and is about finding a compromise. i do not know if there is a policy up there now. would i was there, there was a concept of the majority of the majority. we did not bring bills to the floor that would not pass with the majority of the majority. i think that it's not a new concept at the time either. i certainly -- is one that is on people's mind at the moment. they do have a cushion coming into this negotiations based off the last and they will be playing those margins. however they work to solve this negotiations between the house, the senate, and the white house, and they're going to need to depend on the democrats' majority in the senate and will need to rely on democrats and the house. going into this process, they've got them. the question is, some of these issues become non starters. it is difficult to deal with a nons

be the ones that suffer. >> brown: immediately after that house speaker john boehner held a news conference on capitol hill to blame democrats. >> we're not going to allow the senate nor the white house to put us in a box where we have to make a choice between two bad options. cutting a bad deal this week in order to keep the government open or allow the government to shut down due to senate inaction. >> brown: for his part senate majority leader harry reid accused boehner of backing away from an agreement with 33 billion dollars in cuts under pressure from conservative house republicans. >> i think that the tea party is driving what goes on in the house of representatives, and we cannot do what they want done. we have been willing to do what is fair and coming down very, very hard on programs dealing with domestic spending. we can't go anymore. >> brown: reed and boehner met again this afternoon to work on a deal to keep the federal government running past friday when the current funding measure expires. in the meantime even amid stalemate over this year's budget, the even more contentious battle over long- term spending, i

we have a vote on the bill, actually more votes were obtained in the democratic-controlled senate for the republican house bill than votes achieved for the senate democrat bill. and ten democrats, senators, were uneasy with the bill the senate majority produced because it only reduced spending spending $4.6 billion. i mean, had they forgotten what happened in november? had they forgotten that projections continue to grow throughout the year, and instead of a $1.3 trillion expected deficit this year, the numbers have grown to $1.65 trillion? $1,650,000,000,000 in debt added to our country this fiscal year ending september 30. and so we -- did not the american people expect us to do something? well, you would have heard -- you would have thought that this this $61 billion reduction is somehow the end of the world and everything is better. so we have been fighting ever since. we have had a series of short-term continuing resolutions so the government does not shut down. why should the government shut down? because under our constitution, if the united states congress does not fund a government entity, the en

can the tea party, liberal democrats, the white house, moderates, and blue dog democrats get around the table and have the adult conversation to deal with the issue of entitlements, medicare, medicaid, and social security? guest: probably not. you have the reagan republican house of representatives. they're not republicans as they were in 1995. they are reagan republicans. they are post-tea party republicans. they do not do earmarks. they do radical reforms. they will pass the ryan bill. that would have been unthinkable 10 or 20 years ago. is a different republican party. you have the senate divided against itself. 41 gusy can filibuster anything. the republicans can filibuster. they want to shrink the size of government. durbin can filibuster. we did not freeze at the higher level. we brought it to where republicans wanted it. the president wanted to add $40 billion to where we were. we went $40 billion below that. that was not a compromise. the president lost. the democrats lost the direction they wanted to go in. the republicans compromised. they did not get as much as they wanted, b

remember, at the beginning senate democrats in the white house wanted no cuts from the 2010 budget. they've now agreed to almost $39 billion. senator schumer was just talking about taxing oil and gas companies. that was also part of the initial senate democratic bid. that issue was completely pushed aside. he's resurrecting it, but republicans know if that argument didn't work the first time, it's unlikely to work the second time. internally, house republicans feel though they didn't get all that they wanted they got more than they expected. >> schieffer: i'm not into this who won and who lost business. i don't think anybody won, quite frankly. i'll have more to say about that later. but i would have to say this. i think probably speaker boehner had the hardest job here, because it wasn't just the republicans against the democrats. it was boehner kind of in between, because all these tea party people on his right. >> he did, but it gave him great leverage because he was able to go to the white house, and say you're going to need to give because i have these tea party folks. they won'

go into the negotiations and it was boehner and his chief of staff, barry jackson, and a democratic white house and in democratic senate. in order for the republicans to get what they want in terms of future cuts, they will have to work with the democrats in order to get -- to raise the debt limit. so it will be an interesting few weeks ahead here. and boehner always said that this cr, the long term funding bill, this is just the first fight. again, this funding bill should have been passed last year. this is old business. right now the appropriations committee, after they passed the long term bill next week, they have to go on to 2012 funding bills. we will see even more cuts going forward. but it is going to be a fight to the finish. and it is interesting to cover -- host: some topics include what's lies ahead in the future. >> bipartisan legislation is in sight to enact a large a spending cut in american history. this is good news for job creators in america, but much more has to be done to put our nation on a true path to prosperity. host: that is paul ryan from last night. jobs will ultima

last year, even though they majorities in both houses, the democrats failed to pass a budget for 2011 or even a single appropriations bill. and now the house has passed full funding for our military for the rest of this fiscal year and funding for the rest of our government for one week to allow us to resolve the remaining issues. that proposal doesn't even cut title 10 funding. yet we have heard from speaker after speaker from the other side come to this floor and mischaracterize the potential shutdown of our government as being about women's health. so let's talk about what we know to be true. we can end this potential government shutdown right now if the majority allows us to vote on the proposal that the house has already passed that fully funds our military for the rest of this fiscal year and gives us a week to resolve the remaining issues and to resolve this oncefor all. then we can move on to the bigger issues that we face in addressing the $14 trillion debt that threatens our economic strength, threatens our national security, as our chairman of the joint chiefs of staff has
