that has implications for san francisco as well. when i talked about in the beginning was the four components of the gov.'s plan. the two metal components is how the existing obligation is to find and talk about. as well as what the role and responsibilities are. i just raised a couple of examples. if there is a very narrow door of obligations and commitments, which could see a situation where only portions that we are working on in the city and county of san francisco make it to the other side. i want to emphasize how important this is. we have gotten what we believe is an existing obligation in terms of commitment of the money for and tax commitments for infrastructure and things like that. what we do not have place are the subsequent dea's with non profit housing developers. we do not have in place right now, we have to bond into the future the affordable housing. that is under that this position and development agreement. the worst-case scenario is a scenario where the project gets through the door. you can issue bonds into the f

we have worked with many of the hospitals in san francisco, as well as northern california. we worked with cpmc for many years in the analysis of patience and communities, including development of the new citywide plan. although this plan is exempt from the new master planning process, i am confident that if you had a plan today, you would approve it. cpmc's proposal would be consistent with that plan because it is based on the same principles included in the ordinance. this is efficient designed to enhance quality and cost and enhancement of public safety and disaster preparedness. the proposed plan takes into account social, economic and environmental factors. it is based on analysis of historical roles cpmc has played in the city. the plan is based around a citywide system that includes home and community-based services distributed throughout the city, in addition to more efficient and modern emergency and the services. cpmc cares for more than 30% of san francisco residents. the plan to rebuild it will result in more centrally- located inpatient facilities and better des

my name is susan adams and i'm a resident of san francisco as well as a native. and i've been taking my dog for over 30 years to fort funston for our exercise. and i have to say that i have not experienced one serious problem in all those 30 years. and you would think that in all that time i would have seen -- except i was around the time a man stabbed a dog. i didn't think that was the dog's fault, that was a human problem. it seems to me in listening to all the environmental organizations that came forward this afternoon, it seems incredibly disingenuous to me that they would single out dogs as the sole or the primary cause of disturbance of the environment without considering human events, like fleet week, when hundreds of people go to chrissy fields and trample the habitat without any restriction or guidance from ggnra. or what about the turkey trot, where 1,500 people ran down ocean beach right through that area, and that was encourage bid ggnra. and then, what about -- how does this work? turn it over? ggnra themselves thousand dollars over a section of oce

made my way out to san francisco when i was a college student, and i sat in the class is in san francisco state as well, and i remember growing up at that time around clement street. we call the richmond district the new chinatown in the 1980's at that time. just being around the tremendous unique neighborhood, and discovering san francisco in the 1980's as i grew up, but i also have been very active as a community organizer. i worked in chinatown, and some first jobs also at the mental health center in the richmond area multi services in the 1980's, and i was also a staff are at the chinatown youth center -- i was also a staffer. a lot of my work has been supporting community empowerment, especially in an immigrant and people of color communities. most recently, i have been teaching at san francisco state. i ran the immigrant rights coalition in the city in the 1990's for several years. i'm also an immigration attorney, and a lot of my passion is supporting in power met for immigrant communities in the city as well. >> why did you choose to live in san francisco? supervisor mar: a lot of people bring
