i want to thank various stakeholders who have been in conversations with me thus far about it, as well as colleagues. i want to thank today the president of sciu 1021. they have been one of the most vehement opponents of the legislation today, but a few hours ago, the president committed we will work together to talk about how we reform business tax. that being said, we have issues now. we have unemployment, crime, vacancy rates. we cannot wait for us to move our city for. we all know that likely this tax reform will not be considered by san francisco until november 2012. what we need to do now is a first step forward in the right direction. it is a first step forward for trying to bring back these neighborhoods, and it is a first of forward for making sure we get our economy back on track. colleagues, a very much hope he will consider this and i look forward to future dialogue about how we perform our business tax. the process which took upwards of a year and a half to talk to all of our community members and stakeholders to develop a plan. within that plan, we stated that this was something that should be a priority for all of the city. we created a structure that had members of those departments coming to the table to really discuss. however, because of the last two years budget, we have not been able to really actualize a lot of the recommendations inside of that plan. we have moved forward on a couple of things such as developing a clear understanding of creating workforce programs to really support the population and actually that is what drove the partnership with the office of workforce development to really think through what they had to commit to and what dcyf had to commit to. we worked with the partners and providers to create that framework. the other thing that the team has helped us with was creating some transitional housing opportunities. they worked very closely with the mayor's office of housing to prioritize transitional housing. they have been successful in advocating for that. judg

everybody was talking about stakeholders and how we wanted a team player. i think the culture makes the player. now you hire somebody that is going to be a team player. we need independents. i am not sure i would go with the reelection everywhere. in san francisco, you have got an intelligent electorate, but i think independence is very important. also, you have to be independent of the judges. we found they were intimately involved in selecting the people who would appear before them. we found 90% of public defenders reported judicial pressure to expedite cases. that means when you are under one staff -- understaffed and overworked, the judge says, you have enough time. we need to move things along. this train that has to be speeding -- i think that is a real problem. judges are implicit when public defender offices are not given the resources to do an adequate investigation, so i think those are big problems we see. >> you raise an interesting point about whether a public defender should be elected or appointed. let me ask you this. you are appointed comm
