here is why the ryan budget is what i call the harry potter budget. it does not meet the stiff test of reality. it says tax revenues will increase, almost double, over the next 10 years. this is the only source they can provide for that, the heritage foundation study. it predicted there would be huge surpluses and great job growth after the bush tax cuts. what has happened, in fact, 10 years ago total revenues were about $1.90 trillion. today they are $2.20 trillion. even after cutting tax rates, federal revenues in 10 years are going to be $4.30 trillion, almost double what they are now. that is almost impossible, and on the planet will be almost 2% -- on employment will be almost 2%, which had never happened -- unemployment will always be 2%, which has never happened in this country. the other thing you have to realize his after the next 10 years, if the ryan budget were passed, the national debt would still increase by $8 trillion. $15 trillion to $23 trillion. so he does not cut the deficit, bring the budget into balance until after 2040. and those

the president proposed his budget in the middle of january, and proposed some significant cuts to programst affect community members in san francisco and that will also affect our budget. many of those cuts were proposed at even deeper levels by congress. so i thought i would review a couple of the major cuts that have been proposed and what those level of cuts would look like if they were adopted by congress. for example -- and you will here momentarily from the mayor's office of housing, the community development division -- in greater detail. an annual basis, the city receives approximately $22 million, and those funds support a variety of computing -- community programming. most of those funds are channel through non-profit organizations in the community. on an annual basis, we receive about $22 million. the president proposed a 7.5% cut in year one, and in the second year, a 10% cut, so approximately $2 million. congress has proposed a 62.5% cut, so that would be about $12 million or $13 million. the department is planning, based on our conversations with our federal lobbyist and with

there is a template of budgets that looks several years into the future, but there is also a budget that was included that looks at the current school year as well as next year, which did not always line up with the budget included in the multi- year worksheets. the work sheets included assumptions for teachers and other personnel. they have different numbers than the ones included on the other budget. the fiscal year 11-12 budget only included non-personnel expenditures. it was hard to discern which one would be the appropriate document to consider. in any case, the numbers on the assumptions worksheet assumed an average future salary of approximately $54,000. to give you a comparison, the average teacher salary for us is predicted to be about $62,500. so there is a question on our matrix about whether or not the market rates are in range. these do seem to be within range, but significantly lower. that could be because of experience level of the teachers or the mix of folks they have at their sites. there was a teacher pay scale included. however, it was dated 2007 and eight. that was o

federer budget or the state budget. >> the mayor's budget director. i will be brief. we will have some more soon in the relatively near future. the governor may revise these on the 16th of may. they will look closing the remainder of the deficit and the plans for the november ballot or special election. additional cut proposals. my guess is that we will start hearing ideas trickle out about what we are going to see within the next week or so, but we will actually see it in mid may. probably the working assumption by the time we have just met the mayor's budget on june 1, there will not be much certainty given that he is going to have to make a proposal on legislature over the summer, so we will have to make some assumptions about what we will assume and what we do not assume. other items that are coming up, we are in the process of working on the nine month report with the comptroller's office. that is the state of the revenues, and we will update them. for the last couple of months, we have been expecting to get a little bit of good news in the report
