it is the case that sba works with these organizations to try to help small businesses understand how to get credit and fine tools to be able to do that. sba programs cover a wide range, and i will talk about this range of lending and the kinds of things we do, but in many ways, we do not do it alone. we do it with partners, and that is the takeaway message, the sba lending activity, while would guarantee loans through a number of lenders, we do it with a lot of other partners as well. let me give a little bit of a sense of what the small business administration does and is. we in san francisco covered the bay area and north coast counties, and we do a variety of things. i will come back to the credit card because i know that is what this session is about, but before i do that, there's two other roles we play that are important as well. one is about helping small businesses understand how to start businesses, getting good technical assistance, getting good advice about starting and managing your business. equally important is being prepared for credit. one of the things we tried to do

i understand safety is an issue. the other reports used to be much more detailed than what we have been getting in the last year or so. another thing that i think is a no-brainer is that we want to add actual or perceived citizenship status, religion, or creed. that is one of the changes. [tone!] we want to add religion, place of worship. that is part of the first amendment that we want to clarify. supervisor avalos: some of the concern we're having with the information shared by the committee is anecdotal is. there is not a lot of quantifying or empirical data that supports the assertions being made. we look to the police commission as being the first stop in helping draw out the information. the police are not here to speak to this. that sort of takes the hearing off balance. i assume that has been the position like at the hrc hearings as well. that is not one we should capitulate to. i think there should be greater encouragement by us in the police commission to make sure the chief of police in the representatives

i do hope that the panel here can understand that that is what the intent was the amendments that it would happen automatically, that there was a lot of work that has already been done by many people in this room and we are still here. hundreds of people who work on these revenue measures who managed to get the real estate tax increase to pass. that was a monumental effort. i think that this is something that should be recognized. this is a positive vote for replacing the fee. this has been characterized as a onetime solution. it is not. this is the potential to be much more. the increased revenue from the real estate transfer taxes, this will be here year after year. we made decisions about priorities. we fund the entire city and county budget. this includes a wide array of services. of all of those services that we found, $250,000 is about what we would use every year or potentially $500,000 every year. this is what we want to use to replace the fee. i don't think that this is asking a lot. i hope that colleagues, you can join me in your vote on that. >> thank you. >> i want to tha
