chairman conrad has indicated that would have been his choice; he praised that. and he claims he favored that same ratio. i don't think that's necessarily a good ratio. i think we need to reduce spending more than that. taken literally, what this means is that senator conrad has in a fundamental respect moved his plan to the left of the president and the fiscal commission, which also proposed a plan that actually did reduce spending $3 for every $1 in tax increases, or pretty close to that, pretty fairly in their numbers without gimmicks. came close to achieving that, not quite but came close to. the president's budget was so gimmicked that it really did not achieve $3 in spending cuts for every $1 of tax increases. it did not, wasn't correct for him to say that. it is important to note that the president and the fiscal commission used a baseline which assumes tax rates will go up. fairly analyzed those plans rely much more heavily on taxing than those ratios indicate, as i said, and the fear that the composition of this new democratic budget proposal may not eve

senator conrad apparently made a presentation of his budget. the republicans have asked senator conrad to present it to us 72 hours before the committee meets. he said he's not going to do that. he made a presentation to the democratic conference and apparently it didn't go well. senator conrad must have proposed -- apparently did propose reducing spending more than they like to hear. the democratic leader, mr. reid, senator reid was sort of critical, actually. he said, well, it's a nice bunch of charts. obviously he wasn't happy. so what are we going to have? when are we going to seeing? we're going to go another 800 days we're not going to have a budget this year? the way things should work is this: the senate should come forward -- the democratic senate. they have the majority. you pass the budget with a simple majority. let's propose a budget that -- that hopefully would get bipartisan support. if not, you stand up and say what you believe in and how this budget reflects your vision for america. the house has done that. then you go to confe

as you pointed out conrad was very wary of kennedy. so if you could tell us a little bit about the domestic context before we get to the great drama of that year. when president kennedy came into office, what were the different sets of advice that he was receiving on how to deal with the soviet union? >> guest: yeah. i mean, let me start with khrushchev and then we'll go on. i think the domestic politics that surrounded khrushchev, i think that's where the book really sheds some new light because domestic politics drives foreign policy. look at president obama today. look at others before him. khrushchev had never consolidated his power. he defeated a party coup in 1957. but then there was a u2 crisis in may 1960 where the soviets shot down a u.s. spy plane and khrushchev's advocates pointed you are living naive that we can live in peaceful coexistence with the west. secondarily, as you said east german leader walter obert. and curiously his leverage were growing of the refugees flowing out of his country. the greater of the danger of

i think the distinguished chairman of the budget committee, senator conrad, wants to do it, but in their caucus, they can't get together because they all want to spend more, they all want to tax more. they want to keep spending and taxing the way they have in the past, and it's clear that we can't keep doing that. mr. sessions: i would agree. as a matter of fact, we have heard reports that the democratic caucus is debating a budget in closed-door caucus meetings, have done that at least twice, and this is now six weeks after the committee deadline to bring forward a budget has passed. these reports indicate that in order to oblige the senate's leading progressive, the senator from vermont, senator conrad, has moved his budget further to the left, i think, than he probably desired. so we're told this budget now has more taxes than savings, raising taxes $2 trillion, possibly even $2.7 trillion -- we'll have to see it to know. all we're hearing is news reports at this point -- while cutting just $1.5 trillion in spending over ten years. even the president in his april speech called for $3

but these senators and can't coburn and kent conrad and tom coburn. i found that there was a willingness to discuss everything on an intellectual basis to kind of check your partisan hat and i still believe in terms of a comprehensive approach that this is the best possibility. if we can start with a bipartisan group in the senate, that is the way to move forward. not just in terms of short-term debt extension but in terms of the conference a plan. >> senator chambliss you said you all are working off of the simpson-bowles commission report. why not just about that report? >> it is easy to say you want to just take that report and put it into legislative language but the fact is that there were several options in the simpson-bowles plan on different issues, and we have had to go through and we have had to look at those options, decide which ones we think are best, number one but at the same time decide which one of those options we think is going to get 6-d votes. tickets we can go through all of this exercise and we can take all of these arrows that
