chair, members of the board, mr. ford. this is the third year that we are doing a pilot. the last year you may remember the reported back and it was pretty successful. the muni travel times on the 39 bus decrease significantly, and the writer ship has gone up almost double. the level of congestion in the entire area has decreased significantly because now there is no incentive for a line of vehicles cued up on telegraph boulevard to get up to the top of the parking area. we would recommend making this permanent this year. but the recreation and park department, who own the facility above, asked us to do one more year of trial. they have a change in vendors at the coit tower and wanted the extra year to be able to analyze the data for the sales volumes and so forth. we accommodate their request. in terms of taxes, -- of taxis, the parking is restricted to residents with rpp permits, but taxes are allowed to pick up and drop off. it has not been an issue for the last two years. >> i do not think this issue is so much that he is dropping -- i do not think there is any disput

as mr. ford indicated, the major capital programs are presented to the federal transit administration region nine deputy administrator on a quarterly basis. the presentation i am about to deliver to you is an abbreviated version of last month's quarterly question patient -- presentation. central subway construction commenced in february 2010, which utility relocation for the station and portal area south of market. the first contract is nearing completion, with the removal of all utilities to accommodate the future station and portal structure. private utility tie-ins and cut overs are currently under way, with completion projected within three weeks. that is the first contract to be completed. our second relocation contract was awarded on generic 12 -- on january 12 to accommodate for the future market street station. currently, southbound automotive transit on stockton street is limited to buses, taxis, and touring buses. the photographs on the left are the pedestrian walkway barriers on stockt

the next question is for mr. ford. why do -- why does muni run one part of the train in the underground during the a.m. and p.m. rush hour? >> that is a very good question. we have one-car trains along with two-car trains. we scheduled those trains based on the ridership of four particular lines. the n-line carries 15,000 people a day. we have a limited number of railcars, and we have to equally divide them based on the ridership per line. that is the formula. it is not unique to the me system. that is how it is done in the transit industry across the country. -- it is not unique to the muni system. rail cars are expensive. we are looking at increasing the fleets. in the meantime, we're doing this rehabilitation. the fleet increases another 25 cars over the next 10 years. at the same time, we will be looking at a new design of car in terms of weeks as well as dealing with low floor vehicles versus the stairs in the vehicles we have now. thank you. regarding massing, the fords who live downhill state they support mr. haaser's ex cavings plan. i object to this. this plan suggests building and installing property line windows below grade on our north property line under an incorrect assumption that the ford's property line is 7 feet below grade but it is 2 feet and has a retaining wall with a five-foot fence on top of that. this will eliminate any windows on the top of the building. the windows on the south side for both floors of the lower unit would be nine foot below grade or directly face the haaser's property line wall. windows at the rear of the building would be below grade and would have limited access to direct light. while i do respect the desire to protect what they feel is their business interests and investments they are asking we compromise ours. we are entitled to the same rights and privileges that they have and we should be able to enhance our homes. please support our project. thank you for your time and consideration. >> good evening. my name is gil and i'm a neighbor of the freels for 15 years and gabriel
