ms. edwards. the speaker pro tempore: the gentlewoman from maryland, ms. edwards, is recognized for two minutes. ms. edwards: thank you, mr. speaker, and thank you to the gentleman from colorado for yielding. you know, here we are. we're at month five and i thought we'd be talking about job creation and spurring economic development across this country. instead, you know, we're yet again talking about how we can repeal elements of the health care bill that passed sometime ago. nonetheless, today i rise in opposition to the rule and to the underlying bill. let me just say first words about the exchanges. in my state of maryland, our governor, martin o'malley, working with the legislature, is trying to make this work, implementing the health insurance exchanges in the state to make sure that people don't fall through the cracks. in fact, our secretary of health has come out with a study, by implementing and going through this process and implementing the exchange and moving through reform, we're going to create jobs and provide health care for thousands and t
