we're only as strong as the organization's. we need to be able to support them around their finances. we found we have lost organizations -- not because of the passion -- because of their ability to provide and manage their dollars. we have to get in front of the issues so the organizations can be around to provide the kind of services we have heard about tonight. [applause] supervisor campos: thank you. mr. mayor? mayor lee: this is a good time to make sure you know this. there is something new we are going to do this year for departments and community-based agencies. we're going to start looking at five-year plans. we have to. it is what barbara just said. we cannot have sustainable services unless you plan for them in the long run. what are you going to do next year when the state cuts you? what are you going to do if the federal government cut you? what is your private funds dry up? we have to ask these questions now. plan with us for five years ahead so we know where the strength of the organizations will be working with us

i am the president of the resident improvement organization. this is established by residents of the public housing in chinatown. we have 443rd households -- 443 households with immigrants and seniors. [speaking foreign language] >> we're here to support the development of the new chinese hospital in chinatown. this is one of the best neighborhoods in the city. the chinese hospital is the only hospital in chinatown with an emergency room -- with the capacity and the cultural capabilities. we to encourage the seniors to seek out medical care intensively, and the chinese hospitals serve this very well in our community. [speaking foreign language] >> furthermore, chinese hospital provides other services besides medical care, helping the low income seniors apply for procedures with medicare. many of the tenants are living on fixed income. we ask you to support the -- this hospital in the city. >> we have no more speaker cards. are there any additional public comments? >> i have one more letter that i would like to read very quickly, and this is from

you see in the attachment to your materials the list of community-based organizations for which these funds are intended. as you recall, our office, along with the office of economic and workforce development, met with you earlier this year to present what was then a draft allocation reflecting a much more significant cut that was actually received at that point. the house had proposed a 62.5% cut. we tentatively went forward with the 30% cut allocation. when congress finally revised their budget, the final cut was 16.54% for the community development block grant program. the emergency shelter grant program actually received approximately a 35% increase, so we were able to offset some of the decreases in cdbg by moving some of our grantees that would be eligible to receive esg funds over into that pot. this is the culmination of a long process, starting off in december when community-based organizations submitted proposals for the competitive review process. those proposals were reviewed by the departments. the initial recommendations were issued in march after review by our committee
