about what happens this summer, and what are we going to do and how we are going to keep the crime rate low and how we are going to advance so usedis engaged in positive activity over the summer in an attempted into making bad decisions. and today is exactly how we're going to deliver on that. we are doing not just an educational commitment -- but the mayor has talked about all the people who live stepped up to make sure we have a summer school, but also that we are addressing both cultural and social activities as well. i think a symbol of that is what we're doing with camp mather, and how we are bringing together all the organizations that you see behind me and some that you do not see. it is a partnership that creates new opportunities. this is something that has not been done in the past. we're talking about a cultural and social responsibility. i just want to acknowledge that part and rep and phil ginsburg specifically -- because of his leadership -- we're going to have a great program that includes educational opportunities for youth where they have not had those opportunities in the past. that is what has been created. its

to the bridge. the big question is what are we doing to mitigate against that and to encourage workers on treasure island to stop using automobiles and to take transit. there are a couple of ways to do that. one is congestion pricing. that would be a fee to come on and off the island during peak hours. that fee has not been set yet. we are pegging it at $5 during peak hours. that would be set by treasure island transportation management. caltrans would control throughout metering lights egress. there is un-bundled 1-1 residential parking on the area. it would be a transportation subsidy to subsidize transit from the island. we require all houses to buy a transit pass, with the equal of a fast past cost. my state law, it was already established that the titma will oversee transportation operations. we are recommending that titma the the city-county transportation authority. that will come before you. the board has to make the determination as to who is the treasure island over severe. there is a robust plan including $500 million toward renovating the existing public pool. there is a new police and fire station. there

the bus and rail side focusing on components that fail and that are delaying our service and using overtime to do that work in addition to the preventative maintenance inspection. part of the key thing for us is the level of staffing. the other thing i would point out in terms of the city contracts is that when people leave, and we have had a lot of people felt in the last couple of years retire and have been incentivize to retire because we have operations on the maintenance side for a number of city-wide contracts, for people with the appropriate security, they are free to go to the port or somewhere else and that process delays our hiring and filling positions and causes us to have to get the work done and do that over time. that is a quick summary of some of the issues that drive some of the overtime. president chiu: after our last hearing on overtime, given the threshold of 30% overtime trigger for our part of human- resources needs to sign off on this, i proposed we reduce that to 20% so that we know exactly how many folks are working at a higher level of overtime. do you have any idea of h
