no fare increases were approved for the current fiscal year. upcoming increases were approved as part of the implantation for the second year in 2010. the mta declared a fiscal emergency that was needed to bridge projected budget shortfalls. proposed funding solutions to bridge the shortfall is included transit service modifications and parking fees in increases. also proposed were transit fee increases as determined by the automatic indexing policy that you are approved, a boat -- blended policy based on the consumer price index for urban consumers. so, we needed to make sure that we reminded the public of those changes that would be affecting them on july 1. relating to ongoing activities, the following series of shutdowns this year allows for upgrades to our cable cars and have been completed. work on the california line is wrapping up. shut down no. 3 that occurred last week meant that all three lines were out of service with substitute shuttle bus service available to customers. we employed ambassadors to inform customers about the shutdow

joining us now world affairs analyst fareed zakaria host of cnn's fareed zakaria and national security analyst and author of the oral history the osama bin laden i know. fareed, first of all what do you make of the president's announcement tonight? >> i think it's in keeping with his basic strategic rationale from the start. he did announce the surge. part of that was i think the military boxed him in. you remember stan mcchrystal leaked his recommendation, making it very difficult for the democratic president to overturn it. but obama has started his presidency saying we are too committed overseas, we are too military engaged, we have too large a footprint, we've got to rebalance, we've got to focus on nation building at home. we've got to focus on asia. and he sounded all those themes. it was a remarkable speech for an american president in the caution, the strategic emphasis rather than the idealistic emphasis. he said things like, we must be as pragmatic as we are passionate, as strategic as we are resolute. many would have america overextend itself confronting every evil found abr

in your comparative analysis from fares and other cities, why weren't extra fees included? they charge extra fees for things like extra passengers or starting the meter over when there are two trips in one fair. several major changes at the same time of the pilot program are mechanism in place to measure the effects makes monitoring taxi services a moot point. even with one major change, there is an absorption changes needed if you want to measure any long-lasting effects. you want to micromanage taxi drivers. congestive pricing combined with cab pooling is a win/win/win situation. it is the greenest thing you can do. however, a living wage for a taxi driver is the least you can do. but both have one drawback -- it has to be carefully thought out by compassionate people with intelligence. what's a service increase that is already in the pipeline? we have a thing or rumored as a peak time, but it unfeasible for cabdrivers. it's feasible for cab companies and the mta, but for the customer is an oversupply of cabs when you don't need it. we're talking a majority of the time.
