- to help the san francisco, 7% to -- to healthy san francisco? >> that is one option they have to meet this requirement. that is what this figure shows. with that, there is another way to look at this. we were able to determine the way each given employer makes the requirement. many employers choose a combination of factors. they provide health insurance to a number of their workers and pay into the city option for some of them. with respect to that, 80% of the employers have chosen health insurance as the primary way of complying with the law. 7% make contributions to help the san francisco -- healthy san francisco, and 13% choose these reimbursement plans as the primary way in which they meet the spending requirements. that is a slight trend we have seen. we have done this for three years. we have collected the data. the primary allocations have stayed consistent at 7%. we have seen applications to health insurance dropped a little bit, from 84% down to 80%, and an increase in using reimbursement plans. that is laid out in table 8 in your chart

>> no one can be enrolled in healthy san francisco and be a non-san francisco resident. commissioner clyde: employed outside of san francisco. i thought all san francisco residents who do not have insurance -- if they are employed in alameda county, san mateo county -- as residents, they are eligible for the program. is that correct? how many people are employed by employers outside of the city and county of san francisco? >> we do not maintain that information. employment status is not relevant. we do not care about your employment status or immigration status. we do not ask that information. >> for me, as a resident of san francisco and a san francisco taxpayer -- if one of the goals of this program is to protect the san francisco taxpayer, i would like to know how many employers are being defective subsidized by our taxpayer dollars. -- being de facto subsidized by our taxpayer dollars. when we look at shifting this $52 million relatively quickly, and people starting to shift their game plan around, it would not be good to continue the exodus of opportunity outside of

shared san francisco values. i am so proud to represent the board of supervisors of harvey milk once served on. i am so proud to be part of the city that comes together all the time, but in particular comes together in the month of june to celebrate our specialness as a community. like many of you here, i did not grow up in san francisco. i grew up in another part of the country that was not quite as tolerant or reverse. san francisco drew me as it your all of us because we live in a very special place. i want to say on behalf of the board of supervisors, we have a special responsibility and leadership role in the world. as we come together, we symbolize all of the space -- this faith we have inhumanity, civil rights, as a common family. -- we have the spacfaith in humanity, civil-rights, and as a common family. i want to congratulate our grand marshals not just for being lgbt leaders, but for representing what is truly the best of what it means to the sentences in -- a san franciscan. i also have the pleasure to

we need to do a lot in san francisco to encourage young people and young families to stay in san francisco. i think we are missing out on a lot of our diversity when young families leave our city. we need to do all we can to be mindful of the needs of young families in the city. we mentioned housing. schools are a big deal. but also being able to be flexible with transportation and children. >> what is happening with crime in your district? give me your thoughts on how you think the police are doing with respect to crime in your district? >> i think we are very fortunate in district two. we have a number of great police captains that oversee the stations that touched district two. richmond and northern are the two major police stations that touched the district. we do have a lot of crime in district 2. both crimes against individuals but also against merchants along our merchant corridors. chestnut. union in particular has been hit. fillmore and sacramento. it is a big deal. we also have the break-ins. we need to be very mindful that people keep their iphones and laptops out of sight. but

in san francisco has received. we have, indeed, become a model for the rest of the country in how to address this very complicated issue of healthcare. during the debate around national healthcare reform in the white house itself, san francisco was looked upon as a model of how to do this right. having been a legislator for 2 1/2 years and having represented as an attorney the board of education, i can tell you that legislation sometimes has unintended consequences and needs tweaking from time to time and that's the tweaking we're doing today. we are here to address a loophole that essentially allows employees to meet their obligations under healthy san francisco through the use of what i call health reimbursement accounts. these are accounts that are use-it-or-lose it account. the money required to be spent by law is put into these accounts with the idea that somehow eventually that money will be spent on the healthcare provided to that employee. and i have here and i want to share with you copies of receipts that

san francisco ballet, san francisco performances, san francisco jazz, odc dance, san francisco film society, san francisco symphony, and san francisco opera. we are also joined by members of the sentences for unified school district visualize performing arts office. we represent over 200 grantees. we ask that you please protect the proposed budget for the arts. everyone need to sacrifice, but the arts community has taken a disproportionately significant cut in the past. we ask to stop being unfair to the arts. we have done the best we can to cut our budgets and be creative in ways to generate revenue in this very difficult economic time. more cuts to our funding would result in cutbacks on staff and a reducing programming. please nknow, our 200 members, e benefit san francisco in many ways, including educational programming to tens of thousands of schoolchildren. almost every public school in the city receives programming with us. the programs are with children who need it the most. they tend to be the more low income, disadvantage, and emotionally-scarred youth. we have ways to reach them

francisco. it was a $39 million project and it came in under budget. we are doing it effectively and efficiently. we do appreciate the folks who worked on it. it is part of the $4.6 billion water system improvement program. this is about a half with point in that program. it is the last major project in san francisco that has been completed. there are a few more projects to be done. this is the last major one. san francisco is more safe than before these projects were done. there are a lot of projects that happened in district 11. the first was a tank replacement project that started a number of years ago. it is fitting we are in district 11 because we're finishing the major work on our program in district 11. we're happy to be joined by supervisor john avalos. he has been supportive of all of our programs and was a leader on having local jobs for people who need them. the work is happening to provide those jobs. in fact, at the end of this week, we will have six kids out worth $18 million that will help the new local hire ordinance legislation. we are

there are many individuals who work in san francisco who do not live in san francisco. many of those employers would not be eligible. in addition, because healthy san francisco is for individuals who are not insured, there are employers who use it to make supplemental expenditures above and beyond what they may choose for their employees. that individual would be ineligible for healthy san francisco. they would get an mra. finally, because it is for individuals between 18 and 64, if that employer was making contributions on behalf of someone under the age of 18 or over the age of 64, irrespective of their county of residents, they would also get an mra. those are the principal factors we would use to decide whether they would get healthy san francisco. commissioner yee riley: are their standards in terms of access? >> we use the guidelines that are set out by the internal revenue service, the tax code. we use that guideline in reference for the range of expenditures that are held related that are eligible for reimbursement. we provide a listing of that two employees. th

i am director of postal affairs for the san francisco art commission. it is my pleasure to welcome you and the artists, the community partners, the vendors, and folks in san francisco for this launch. [applause] i want to start by thanking -- we had a long list because this has been a great production, so you have to bear with me. we want to start by thanking the john's brothers piano company -- the johns brothers piano company. we want to thank the d.c. piano company from berkeley for providing the piano for tonight's launch. [applause] last year, we got a fabulous grant to help make a really significant investment throughout the year, and we launched what is called the artery project. it is a pun for all the different ways that market street works for us. it is a major summer program for the city, and at the same time, we have been using the arts to reinvigorate and reconnect people with this fabulous commercial and civic thoroughfare, so the artery project launched this year. today's are in store fronts is part of that initiative -- art in storefront

the choices made in san francisco in the government reflect the values of san francisco. on behalf of the lgbt community, i want to thank you for being responsive to our needs. we continue to be committed to working with you. thank you very much for being here. happy pride, everyone. san francisco is our home. as you see from my application, i have dedicated my professional life to working in the community with a variety of backgrounds working directly in social- service programs, to education, women's rights, advocacy and policy. i am the director of community relations at chinese affirmative-action and i'm proud of our work last year around the census. we were one of the leading organizations binding and that yes we count coalition which brought together 13 organizations looking to having deep roots in the community and injuring an accurate count in hard to count communities. in just a short amount of time, 13 organizations were able to reach 50,000 residents and i am proud that in san francisco, we were seen challenging trends and we saw an increase in our ability from 2000-2010, saving the city tens of millions of dollars over the next 10 years. from that process, i was able to demonstrate collaboration between community, the city of san francisco, and working with the u.s. census burea

outside san francisco. hayward taking care of things at 19th and folsom streets. this is something that no one has seen before and are praying that we never see it again. >> under a flag, they came to help. firefighters from fremont, oakland, san jose and el cerrito vallejo, cal fire and elsewhere. dozens of men and women folks that understand what their brothers and sisters are going through today. >> we can't imagine what it's like to lose one of your own. any chance we can get to help out san francisco fire department we're all about it. >> in the streets of san francisco today, you can find fire trucks and crews that have never worked here before, like this hayward fire crew, their briefing was eye-opening. >> this mission district, one of the toughest areas as far as i'm concerned in the nation to ladder. we have overhead wires and buildings set back. >> it's not like the visiting firefighters are being told to fend for themselves. some city firefighters are staffing the stations to provide critical lo

it is costly and difficult to do business in san francisco, to raise your children in san francisco. i would like a voice at the table to create policies that will minimize the stigma that san francisco is not a business- friendly city, minimize the stigma of that san francisco prioritizes the rights of dogs over children. we started walking down that path largely because of political ideology. it is less about politics. i want to have a positive impact on the city overall, specifically district 10, connecting it to the city. people have been left to defend for themselves. i am honored to have been elected to serve to be the next advocate for the next four years, hopefully the next eight years, to really protect, defense, and serve the residents of district 10. >> we will talk more about some of the issues facing district 10. before we do, i would like to know a little bit about what you learned campaigning for supervisor. talk to me a little about that experience. >> first, i learned that a lot of the conversations we have about our neighborhood and community happens in silos. we ha

. -- healthy san francisco. that ship has sale. for me, it is how we make rules that make sense and are fair and how they are applied. but clearly, the issues around health care are big issues. and by the way, it is not just this specific issue. we have spent a lot of time working on these issues. we put forward a health services master plan so the city could do a better job at looking at the entirety of our need not only as a city, but neighborhood by neighborhood. we are looking at some of the practices that hospitals are engaging in. that in turn is impacting health-care rates, which are a big reason why some of the businesses are facing some of the challenges they are facing. we need to continue to deal with this issue as a city. but from my perspective i have to represent the entirety of my district, all of district 9, and i have to make sure there is a level playing field so that all businesses are following the same rules and competing under the same guidelines. that is what a big part of this is about fo

pay over the past 13 years without leaving san francisco. according to the controller's office, mr. egan, who's here, can have the policy advantage of providing a tangible benefit to a few successful companies, reducing their incentive to leave san francisco, while leaving the majority of taxpayers and the city's payroll tax revenue unaffected. mr. egan has estimated that the effect on the city's general fund, with this limited stock option exclusion, would be minimal in annual tax revenue and that the loss would be more than recaptured by making sure that companies are retained and sustained in san francisco. so that we are then in the proactive business of making sure their companies are nurtured and that our employee base grows, and from that employee base, because we're not going after payroll tax and just stock option, that we be able to benefit from their contribution into the employment base increasing into either payroll tax or whatever the new business tax that would supplant that in the future. that is the legislation that is befor
