ktvu's kraig debro joining us live at city hall right now to explain why police and city employees may still face some layoffs. good morning, kraig. >> reporter: yeah. good morning. short answer is that's because they still have a budget deficit here. they didn't cover the whole thing. but for the first time in the city's history san jose's laying off police officers. the budget is passed and signed, promised to persist but not in as great numbers unless you're talking about crime. shrank the $155 million budget deficit but only by about a third. mayor called for ten city workers union to take a 10% across the board pay cut and they did. but there will still be layoffs. now 100 fewer officers will be asked to stop increasing violence on the streets of san jose. earlier this week the city recorded its 25th homicide, five more than all of last year. that number does include the san jose state murder-suicide from last month. the police union says it's not just the murder rate going up at a time when the number of officers is going down. >> the homicide rate is escalating at a fast rate. v

ktvu's kraig debro is out there now. he talk today one pet owner who had a tragic ordeal overnight. so what happened, kraig? >> reporter: we got here around 4:15 in this brentwood neighborhood, all set to tell this sad story about four pets dying. this is the home right here where two of the pets died in the back yard. suddenly as we were getting here, one of the pet owners victimized last night came outside to tell us it happened again. this is tony diat. he just learned that a third dog of his died overnight. he and his sister spoke with us last night about their two dogs and a cat. they were telling us that the two dogs and cat had died last night. tony was holding carrie ann during the interview and she's the one that died at the vet this morning. he says the three dogs and a cat were all poisoned by a neighbor. >> i want to see justice. obviously we can't bring my dogs back or the neighbor's dogs or the other neighbor's dogs. everybody here is emotionally distraught. >> it was hamburger meat. >> reporter: what else? >> hot dogs. hot dogs and hamburger meat pretty much. >> report

ktvu's kraig debro talked to one of the pet's owners who had a really hard night overnight. kraig, what's the latest? >> reporter: yeah, he found out another dog died overnight, but then i just spoke with the other pet owners that own the other two dogs that died, a total of five dogs died, they live right here. they just came out and told me this isn't the first time that one of their dogs had been poisoned. we're working to confirm that. right now neighbors say that contra costa county animal control is investigating how five dogs and a cat died suddenly, although the pets seemed in perfect health. the victims say what they lost are more than pets. >> an animal is like a family member, you know? everybody that has an animal, you know, treat them like your family member, you know? they just become so important in your life. they become like your best friends. >> reporter: take a look at this picture. this is cinnamon, happy and daisy. all these dogs belong to a man named tony diat. now all these dogs are dead. the owner blames a neighbor for intentionally poisoning the dogs.

ktvu's kraig debro is at the scene. he tells us the victim is a long time owner of the store. kraig. >> reporter: yeah, good morning, pam. we just got here east travis boulevard. this is the business behind me. happened here last night as you said. this is a long time institution in the city, fairfield. happened just before 8:00. the victim actually called 911 after being shot and told dispatchers what happened. the unidentified 70-year-old man told police he'd been attacked by three men and the same men took various items from the store. the man was taken to a local hospital where he died. police say one of the things taken was a videotape recorder used to help with security. >> that's extremely important to the investigation. but what's more important is we get the cooperation of the people around. it's a busy heavily traveled street. trying to get anybody traveling through the area. ktvu channel 2 reporter kraig debro is in the city -- he's in men lo park with one of the hits he's done so far. good morning, kraig. >> reporter: good morning, pam. and i don't blame you because there's a lot of cities -- a lot of stores in these cities where the man is hitting. just one store. just one of more than 100 targeted by this robber according to police. the man who robs the same liquor store retailer over and over again. san jose police have been the ones to figure out the robber is working same man following a june 12th robbery of a bev no store there. the man is responsible for 20 armed robberies all at bev mo. the man entered the store brandishing a handgun at employees and demanding money. the man left the store on foot. during the robbery here at the men lo park store report says the suspect demanded money from the safe and then cleaned out four cash registers. the man is described as a black man in his 30s weighing in about 200 pounds. call police when they found out the same man is responsible. this particular store does not have the sketch up yet so it's not even clea

as ktvu's kraig debro reports it involves a carjacker, a father and his 2-year-old daughter. good morning, kraig. >> reporter: and good morning, pam. it all ended up here at camilla apartments on spring road here in vallejo. according to police the 2 and a half year old girl came here knocking on doors. i spoke with police this morning they say thieves may have been motivated to steal this car because of the massive 26-inch chrome rims. 2 and a half year old girl stolen with her father's car. police are looking for the carjackers. it all started with a carjacking in el do rad doe and alabama streets in vallejo. police have not identified the victim but say the man was riding in his mid-90s buick around 9:45 last night when he noticed three men in a car in a white sedan following his car. when both cars got to the intersection of alabama the victim today police the suspect blocked his buick with their car. two men in the suspect's car get out, draw guns, order the victim out of the car at gunpoint. those two men get in the car and drive off. it's not known right now if the carj

ktvu's kraig debro is live on the scene with more on what happened. >> reporter: good morning. i just spoke to the dispatcher with the contra costa county fire department she tells me there was a report of live ammunition. this is residence property of people owned inside. according to the fire department when they got here they found the apartment on the second floor fully engulfed in flames. it came in around 10:30 last night. it was a one alarm fire. we understand from fire dispatch that nobody was hurt. but i talked to somebody on the scene a little later. he tells me the man inside the apartment had a fairly nasty burn on his hand. this is kind of secondhand information but he talked to the person that was here. person said this started in a power strip. the guy try today pick up the power strip and that's how he burned his hand all the way through. the red cross was here helped four adults and one child with separate places to live. the guy here was a board up contractor. the report of ammunition on the scene the man who lived in this upstairs apartment definitely loaded

kraig debro joins us to tell us about toll increases and carpool lane changes. good morning, kraig. >> reporter: hybrid cars starting tomorrow -- i just got this list. i went to the toll booth office. it goes from two to seven axles. two axles it says varies. i'll look into it. you can pay up to $24 just to cross one of the bridges. carpool lanes still a great deal. if you have one of the hybrids with a yellow sticker, tomorrow it will cost you at least $2.50. did emission vehicles will get to cross for free. those include all electric cars, the leaf and those that run on compression natural gals or hydrogen. the big rigs will take the hit. it will cost them $18. $22 on the golden gate bridge. people who use trailer also have to pay $10.50. cable cars will be $6 tomorrow. money fast passes -- muni fast passes will go up. $2 more for a fast pass for everybody else. the roan north increases, they're supposed to be paying for seismic retrofits. they're constructing a new office there. i'm not sure if that's part of the retrofit. appears it will be paying for that as

ktvu kraig debro just talked to police. what have you been able to find out?ned there were a lot more people in the parking lot when police arrived. there were two officers and a patrol car. they were on routine patrol but when they passed by the mcdonalds they saw a huge group of people in the parking lot. one of the two people is stabbed in the entrances to the parking lot. we shot this video an hour ago. it's clear that emt or paramedics worked on someone. there was gauze wrappers and signs of bleeding everywhere. a 17-year-old and a 19-year-old are stabbed near the mcdonalds here at east san carlos and south third street. if you come back out live remember that is where the gauze is found in the entrance of the parking lot. but this is how wide spread this is. if you look over there off in the distance you can see wrappers on the ground over there. that is basically the second crime scene here. police found another victim in the parking lot ajessant to the mcdonalds parking lot. if you look at this video here you can see the wrappers on the ground in that
