i am speaking on behalf of the asian and pacific islander wellness center. we want to applaud the considerable work that the board and city have invested in preserving treatment intervention funding. we thank you for your effort, but i wanted to bring an issue to your attention and ask for your support as you track the evolution of the hiv epidemic in san francisco. the provincial plan signals a sea change in a chevy policy that resulted in the elimination of provincial resources for the asian and pacific islander committee. plan seeks to reduce san francisco's hiv epidemic for all ethnicities by 4% efforts on a caucasian, african- american, and latino men who have sex with men and transgendered women. today, asian-pacific islanders represent over 1/3 of san francisco's population, and yet, we only receive about 10% of all hiv tests administered by the city. despite the small number of tests, documented cases among asians and pacific islanders in san francisco have grown from 6% in 2006 to 10.3% in 2010. during the same time, the presentation decrease by 7%

we are not closing our achievement gap, if we are not graduating more african- americans or pacific islanders, maybe we should be reconsidering how we are spending the tier 3 money, because we have been using it in the same way. there are still failing schools or low-performing schools, and still, with that amount of dollars, we are still finding these things and not getting the out come if we want. this is money now but is still flexible. i am thinking we should scrutinize what is finding out school sites. what exactly is a funding? is it funding arts? the people it is funding, is it having an impact to help us close our achievement gap? if not, are we finding them in the same manner we have been finding them for the last five or six years? we are not seeing any change, and frankly, we are seeing worse, so maybe it is time to reevaluate. looking at the school budget, i am looking at the money and where it goes for some of these schools. some of these schools have been consistently low-performing, so maybe it is time to reevaluate not just the money we flex, but the money we spend a year afte

we work together have the pacific islander organization. and the california progressive student alliance on many different campaigns in the 1980's. we studied computer technologies at uc-berkeley or he received an award for outstanding achievements. he was an it support specialist. he also worked for the san francisco unified school district as well. when he was 10 years old, dave became disabled by severe rheumatoid arthritis. he nevertheless remained a strong person. i enjoyed spending time with him at the civic center plaza. he was a great lover of all kinds of food, especially san francisco food. you live life to the fullest and never let his disability defeat him or get in his way. he has been a devoted san francisco giants fan. he left as way too early at the age of 46. i would like to express my condolences to the yen family and many close acquaintances that he has built up over the years. it is a tremendous loss and i am really sad. he was a great friend and on spiring brother and extraordinary son and great person. david's friends
