[applause] wonderful contribution. with that contribution, you can make a successful project but also fulfil such an important objective of this city, affordable housing with the support that the tenants and residents here will need. again, i want to thank all of the collaboration that this represents. the communication to the rest of the state that even in the hardest of economic times, when we pull the right entities together, when they are focused, and we rebuild community around the objectives we have, we have the winning combination, and we have a redevelopment agency and mercy housing and south of market health center to prove it. i want the governor to even come here to see what we have done. i want all the other officials to come, to recognize how we do it here in san francisco and how we can do it elsewhere throughout the state if we have a focused and do not give up on the old promises that this city has always made, that we will take care of the most needy and do it the right way, we will do it together. tha

we anticipate something happen to redevelopment. in this case, with the amendments proposed, we could get back to it redevelopment scenario in this project. supervisor chu: is there anything that would prevent us from reverting back towards to redevelopment plan? if we go backwards to create an ifd, is it better financially than ifd? could we switch back to the redevelopment area? >> absolutely. we would have to switch back to a redevelopment plan, which we were actually doing. but it is prohibitive to go the other way. if we could form a redevelopment plan, we could not go to an i fd. supervisor chu: the budget finance committee had before us not long ago an ifd that was put forward as a pilot. one of the reasons i was comfortable with that proposal is that we said we would put together parameters under which we would approve future ifd's. under what circumstances would be ok for us, the city to, to forgo. given that the budget and current situations are always something we have to look out for. we said we would create protections

even if the bill proposed before redevelopment, the state was proposing 25% that would have gone to redevelopment. we would have wound up with, if that bill passed, with the rest -- with less revenue. supervisor mirkarimi: i know that in the press conference this morning, a great amount of appreciation to our sacramento delegation in attempting to forward with a bill that helps us in shoring up about 5% affordability. but have not heard people talking about aiming that lobbying effort on the governor to make sure that he signs the bill. >> you are exactly right, we do. supervisor mirkarimi: i have not heard anyone say that. >> there have been a lot of discussions with the governor in his office. we got ifd the got -- we got the signal that ifd is the future of redevelopment. supervisor mirkarimi: right. but to assist the senators, ultimately speaking it is governor brown the stands at that intersection, whether this will become a reality or not. >> true. supervisor mirkarimi: wanted to make sure that we were clear on that. supervisor mirkarimi: fight -- supervisor chu: i know that we have two sug

i am executive director of the san francisco redevelopment agency. we are going to move through swiftly with our program, but i just wanted to say a couple of things before i introduce some of the folks who are going to say some words to you. the program was established in 2005. the purpose of the program was to make sure that as research and implement a redevelopment program here in the view-hunters point, that we focus on all aspects of redevelopment, including making sure that we are committing resources, time, and energy to improving the lives -- the quality of life for existing residents and homeowners. this program was created for that purpose, and it has three components to it. one is the private realm where we have provided low-cost loans in order to deal with deferred maintenance issues, or upgrades to do with code issues. the second component has to do with the public realm, and much of what we will be talking about is that. streetscape improvements, traffic calming, dealing with flooding issues, and things like that. the third component re

that redevelopment plan would use the authorities under redevelopment law to increase the amount of affordable housing available. instead, what is happening now is with the changes that have been made, it is being proposed to reduce the amount of affordable housing that could be achieved. the legislature has not authorized a transfer of title and trust for a special use just not authorized. this has become fundamentally unfavorable because it will have to change in some way in order for any development to move forward. also, there is significant new information that was released after the draft eir that was prepared that has to be addressed in the circulated eir. the draft eir did not identify the fact above the traffic safety system on yerb buena -- yerba buena may be blocked by construction on treasure island. traffic safety on the bay and homeland security. so the public can review and respond. instead, what has happened here is that there were changes to the project that will supposedly address the impact, and now the board is being asked to approve in violation of seacor. in fact, some of

i'm skeptical of redevelopment overall.t led in the 1950's and 1960's to the devastation and destruction of many low-income neighborhoods. it was often done without a heart and was very disruptive, displacement in fact, especially of lower income and working [inaudible] market is one place where they used to be families living there that have been displaced by high-rise hotels and other types of structures, but i think as redevelopment reform moves forward, we need to be sensitive to ensuring that san francisco can protect its projects that preserve decent housing and better housing for the lowest income population. i think the governor's proposal is very dangerous and may impact treasure island development, so we have to watch very carefully, but i'm skeptical. >> what are your thoughts on the city's economic development? are we on the right track? what would you like to change about the city's approach to developing economies? >> in the chair of the land use committee this year, and i was vice chair last year with our for

with regard to redevelopment, it is intriguing what you have said. that the current proposal, as is laid out, is that potentially we have the ability to continue our redevelopment agency at the local level, but that would require a payout to the state in this year. >> that is correct. essentially, the original proposal, back in january of this year from the governor's office, was to eliminate redevelopment agencies and is essentially no longer have that option for local governments. the newer proposal, and again, there are significant outstanding legal and technical questions about how this thing will look and how it will be implemented, but essentially, the centerpiece of it is that local redevelopment agencies have the option of remaining in existence but would be required to make a payment to the state. the total value of that payment to the state is about $1.7 billion from each of the local redevelopment agencies. we are calculating the impact call on the final legislation and on what that will mean for san francisco. but it is probably in the $2
